Kenya’s President, William Samoei Ruto has outlined the achievements of his administration over the last three years, presenting them to global leaders. Speaking confidently, on November 4, during the Second World Summit for Social Development in Doha, Qatar, Ruto said his government has focused on delivering people-centred development through the Bottom-Up Economic Transformation Agenda.
Ruto on Education Reforms and Youth Empowerment
Ruto said his leadership has prioritized reforms in education to ensure fairness and equal opportunity.
“We have fully transitioned to a Competency-Based Education system that equips learners with practical skills,” he stated.
He added that his government introduced a student-centred university funding model to ensure no deserving learner is locked out of higher education due to financial constraints.
Additionally, he highlighted that 76,000 new teachers have been hired, improving the teacher-to-learner ratio from 1:45 to 1:29.
“By January 2026, this number will reach 100,000, putting us on track to meet UNESCO’s standards,” he said.
Economic Inclusion and Job Creation
Ruto emphasised that his administration has focused on economic empowerment for ordinary citizens.
He said the Financial Inclusion Fund, popularly known as the Hustler Fund, has disbursed KSh80 billion to 26.7 million Kenyans.
“More than five million people have repaired their credit scores through timely repayment,” he explained.
He also revealed that programmes like the National Youth Opportunities Towards Advancement Project will equip over a million young people with marketable skills and business capital.
“Our mission is to ensure that no young person is left behind in the journey of national prosperity,” Ruto said.
Social Protection, Housing and Global Labour Opportunities
Ruto reported major progress in social welfare, housing and labour mobility, saying under the Inua Jamii programme, more than 1.7 million vulnerable households, including the elderly and people with disabilities, now receive monthly support.
“Over 230,000 housing units are currently under construction, providing jobs to more than 320,000 Kenyans,” Ruto remarked
He said the programme is helping reduce urban slums while boosting local industries and small businesses.

Further, he highlighted labour agreements that have enabled Kenyans to work abroad.
“In just three years, over 400,000 Kenyans have secured jobs outside the country,” he said, adding that more than 70,000 are working in Qatar alone.
Healthcare and Digital Transformation
He said access to healthcare has significantly improved, with medical insurance coverage rising from 8 million in 2023 to 27.2 million citizens today.
In the digital space, he reported that nearly 2 million Kenyans have been trained in digital literacy.
“Over 300,000 of our youth are now earning through digital jobs in e-commerce, outsourcing and innovation,” he said.
Ruto concluded his address by urging global leaders to work together in addressing inequality.
“National action alone cannot solve global challenges. We must act in unity to create an inclusive and fair world,” he said.
About the Second World Summit in Doha
The Second World Summit for Social Development took place from November 4 to 6, 2025, in Doha, Qatar, at the Qatar National Convention Centre.

This summit was convened by the United Nations General Assembly under resolutions 78/261 and 78/318.
It was held at the level of Heads of State or Government to address gaps and renew commitments made 30 years earlier at the 1995 Copenhagen Declaration on Social Development.
The summit aimed to:
- Review global progress on social development goals such as poverty eradication, full and productive employment, decent work for all, and social inclusion
 - Recommit to people-centred, inclusive, and equitable development
 - Accelerate implementation of the 2030 Agenda for Sustainable Development
 - Provide a platform for global dialogue among governments, UN bodies, civil society, private sector, and academia to strengthen social partnerships and equitable opportunities
 
Pre-summit events were held on November 3, 2025, and featured forums like the Global Alliance Against Hunger and Poverty and the Doha Solutions Forum for Social Development.
