Ugandan President Yoweri Museveni has revealed the arrest of two Kenyan nationals, Bob Njagi and Nicholas Oyoo, who are allegedly working with opposition leader Robert Kyagulanyi’s group, described by authorities as specialists in riots.
Speaking during a radio interview on UBC Uganda, Museveni said the arrests followed extensive intelligence monitoring.
“Here we have very good intelligence. We arrested two Kenyans. They came and were working with Kyagulanyi’s group, and they are experts in riots,” he stated.
He added that the arrests form part of ongoing measures to prevent unrest and safeguard national security.
Museveni emphasised that intelligence operations in Uganda aim to identify and act against individuals involved in activities that could destabilise public order.
The disclosure comes amid heightened political tension in Uganda, where opposition movements have frequently clashed with authorities during demonstrations, as two Kenyans, Bob Njagi and Nicholas Oyoo, were trapped in Uganda.
Museveni Military Speaks on Bob Njagi and Nicholas Oyoo’s Whereabouts
On October 22, Uganda People’s Defence Forces (UPDF) denied allegations that it is detaining two Kenyan activists, Bob Njagi and Nicholas Oyoo, who were allegedly abducted in Uganda.

Nicholas Oyoo and Bob Njagi were arrested early on October 1 and whisked away shortly after they attended a political rally of presidential candidate Robert Kyagulanyi, alias Bobi Wine.
In his affidavit, Col. Silas Kamanda, a Director at the Joint Staff Legal Services, speaking on behalf of the UPDF, stated that thorough investigations have established that the two activists are not in the army’s custody.
UPDF Denies Detention at the Army Base
He added that the military has searched all relevant detention facilities and records, including lock-up registers and custody logs, and found no entries relating to the activists.
“I, Silas Kamanda, a Colonel in the Uganda People’s Defence Forces, currently serving as a Director at the Joint Staff Legal Services for and on behalf of the Uganda People’s Defence Forces, in obedience to the writ herein, do satisfy and return that Nicholas Oyoo and Bob Njagi are not in the custody of the Uganda People’s Defence Forces,” the declaration read in part.

“We have carried out investigations and searched all relevant detention facilities and records, including lockup registers and custody records, and found no entry relating to the said Nicholas Oyoo and Bob Njagi between October 1, 2025, to date.”
This comes after Uganda’s High Court judge, Justice Peter Kinobe, on Tuesday, October 14, directed the Ugandan government to produce the two activists, whether dead or alive, within seven days, which lapsed on October 21.
The decision followed a habeas corpus case filed by two Ugandan lawyers representing the activists.
In a letter dated October 31, 2025, the Prime Cabinet Secretary, Mudavadi, followed up on an earlier communication from Kenya’s High Commission in Uganda, which had notified Uganda’s Ministry of Foreign Affairs about the abduction.
The initial letter was sent to the Ugandan authorities on October 3, 2025.
Activists Bob Njagi and Nicholas Oyoo were released on November 8, after spending more than 30 days in Ugandan custody.
They were escorted by the ambassador and officials from the Ugandan government to the Busia border town, where they were received by Busia County Commissioner Chaunga Mwachaunga.
