The commission on Administrative Justice (Office of the Ombudsman) has summoned government officials including the managing director and the Chief Executive Officer (CEO) of Kenya Power and Lighting Company (KPLC) Joseph Siror.
In a statement dated 6th May 2024, the Ombudsman noted that Siror is expected to appear before the commission on 11th June 2024 at 10.00 am.
“The Commission on Administrative Justice (Office of the Ombudsman) has summoned the Managing Director/Chief Executive Officer of Kenya Power, Dr Eng. Joseph Siror, to appear before the commission on 11th June 2024 at 10.00 am,” reads part of the statement.
Siror is required to appear for questioning or disclosure of information and /or production of documents and examination according to the commission.
According to the Ombudsman, a public officer who fails to honor a summon is liable upon conviction to imprisonment for a term not exceeding 2 years.
“A public officer who fails to honor a summon is liable upon conviction to a fine not exceeding Ksh500,000 or to imprisonment for a term not exceeding 2 years or both,” noted the Ombudsman.
Ombudsman Summons Govt Officials
The ombudsman has also issued a notice to show cause to several other government officials including Dr Bellio Kipsang, the Principal Secretary of the State Department of Basic Education.
Others are Ms. Nancy Kirumba, County Executive Committee member, Finance and Economic Planning County Government Kiambu, Mr Christopher Kinyua Wanjau, secretary of, the National Registration Bureau and Ms Tache Kabale the Chief Executive Officer of, the National Land Commission.

According to the Ombudsman, these public officers declined to respond to complaints lodged against their institutions at the commission.
Further the commission stated that it has the mandate to issue an omission and discharge any unresponsive official from his or her duty by the constitution.
As such, the listed public officers have been given 14 days to act to the show cause or be referred as unfit to serve the public service.

“Now take notice that you are hereby required to show cause within fourteen days from the date hereof why your name should not be entered in the register of malfeasant public officers as an unresponsive public officer and unfit to serve the public service and for the commission to further cite you as such in its statutory report by regulation 18 (c) of the commission on administrative Justice Regulations,” the statement further reads.
