The United States Secretary of State Marco Rubio has pushed back against suggestions of American passivity in the ongoing war, detailing continued U.S. military sales to Kyiv, intelligence sharing, and sanctions pressure on Russia.
Speaking during a State Department press briefing on February 25 in Saint Kitts and Nevis, following the 50th Regular Meeting of the Conference of CARICOM Heads of Government, Rubio directly addressed why Ukraine has managed to hold out against Russian forces for so long.”
The reason why Ukraine has withstood this war is that the United States has supplied and sold weapons to Ukraine, and provided intelligence assistance and other support,” Rubio said.
“And we have also imposed sanctions on Russia. We have not imposed sanctions on Ukraine. So, in that sense, the United States has not stood on the sidelines in this matter.” He added.

The remarks came one day after the four-year anniversary of Russia’s full-scale invasion of Ukraine on February 24, 2022.
Rubio mentioned that sustained American weapons sales, intelligence cooperation, and targeted sanctions on Russia remain central to Ukraine’s defensive resilience amid continued Russian military pressure and attacks on civilian infrastructure.
“The administration continues to sell weapons to Ukraine. We don’t sell weapons to Russia, and we don’t sanction Ukraine,” he said, underscoring the asymmetric the approach of arming one side while economically isolating the other.
Continued Sanctions Pressure on Moscow Alongside Defensive Aid
Rubio pointed to ongoing economic measures, including recent expansions targeting Russia’s oil sector and major firms such as Rosneft and Lukoil, as proof of Moscow’s unrelenting leverage.
These build on sanctions regimes first introduced in 2014, strengthened in 2018, and significantly broadened after 2022.

The Secretary stressed that this combination of defensive support for Kyiv and isolation of Russia continues even as the administration pursues a diplomatic resolution.
United States Positions Itself as Indispensable Mediator
Rubio positioned President Donald Trump and his administration as uniquely capable of mediating between Kyiv and Moscow, describing the United States as “probably the only nation on Earth” able to bring both sides together at the negotiating table.
He referenced active diplomatic channels, including bilateral and trilateral discussions in formats such as Abu Dhabi, Geneva, and planned follow-on talks in Switzerland, while noting that U.S. patience for meaningful progress “is not infinite.”
Rubio confirmed the administration’s dual-track strategy of maintaining military sales and intelligence support to Ukraine while intensifying diplomatic efforts to achieve a negotiated end to the conflict.
