The Independent Electoral and Boundaries Commission (IEBC) has appointed Ruth Kulundu as Acting Chief Executive Officer and Commission Secretary following the completion of Moses Ledama Sunkuli’s six-month tenure.
In an internal memo dated August 4, 2026, IEBC chairman Erastus Ethekon stated that Kulundu would assume the position effective August 5.
“The Commission has appointed Ruth Kulundu to the position of Acting Chief Executive Officer/Commission Secretary, effective 5th August 2026,” read the memo.
Kulundu Takes Over IEBC as IEBC Acting CEO
In an internal memo dated August 4, 2026, IEBC Chairperson Erastus Ethekon announced Kulundu’s appointment, saying she would take over the responsibilities previously held by Sunkuli.

Kulundu will serve for two months or until the recruitment and appointment of a substantive Commission Secretary and CEO is completed.
The chairperson urged staff members to support Kulundu during the transition period to ensure the commission’s activities continue without disruption.
“During this transition, the Commission requests all staff members to extend their full cooperation and support to Ms Kulundu to ensure our operations continue to run smoothly and efficiently,” the chairman said
The change in leadership comes at a critical period for IEBC, which is undertaking preparations ahead of the 2027 elections.
Ruth Kulundu’s Professional Qualifications
Ruth Khatievi Kulundu holds a Bachelor of Commerce (B. Com) from the University of Nairobi (UoN)
She also studied her Masters of Business Administration (MBA) in strategic management from the UoN.
She is an Associate of the Chartered Insurance Institute of London (ACII) and Kenya (AIIK)
Additionally, she is an Associate of the Chartered Institute of Arbitrators, Kenya Chapter.
She is an Election Expert with 12 years of experience and previously worked with the IEBC Regional Elections Coordinator from 2010 to 2017.
After the Regional Election Coordinator role, she later served as a County Elections Manager (CEM).
How the CEO Position Became Vacant
The vacancy arose following the resignation of former CEO Marjan Hussein Marjan, who left the electoral body in February 2026 after what he described as a mutually agreed structured transition with the commission.
In his farewell message, Marjan said he and the commission had agreed on a transition process in the Office of the Commission Secretary and CEO, thanking staff for the opportunity to serve alongside them.
Following his departure, Moses Ledama Sunkuli was appointed Acting Commission Secretary and Chief Executive Officer on February 5, 2026, and he currently remains the acting head of the commission.
Qualifications for the IEBC CEO Position
In a notice on July 28, the Commission invited qualified Kenyans to apply for the advertised post.
The Commission stated that applicants must be Kenyan citizens with a degree from a recognized university and at least five years of proven experience.
Additionally, candidates are also required to demonstrate relevant experience in at least one of the following fields: electoral matters, management, finance, governance, public administration, law, or political science.
They must also satisfy the requirements of Chapter Six of the Constitution.

Shortlisted candidates will be required to present the originals of the following documents during the interview:
- National Identity Card or Passport
- Academic and Professional Certificates and Transcripts
- Any other supporting documents and testimonials
- Clearance certificates from the EACC, DCI, KRA, HELB, and a registered Credit Reference Bureau
