12 Former CSs Left Out in Ruto’s Final List

President William Ruto has announced the latest list of cabinet secretaries (CSs) to serve in his new cabinet.

During a press briefing at State House Nairobi on Wednesday, July 24, Ruto dropped certain popular names who served in his previous cabinet.

“In my last address to the nation, I undertook to consult abroad spectrum of stakeholders from all sectros in order to constitute abroad based government. I will be forwarding additional names to the National Assembly for vetting prior to appointment based on the understanding of the cabinets essential role in driving the transformational agenda that makes Kenya a better, more just and more prosperous nation for all of us,” Ruto said.

He explained that once constituted the new cabinet will steward the government’s transformation agenda in providing effective and efficient public services expanding opportunities for employment and wealth creation.

Ruto did not nominate Aisha Jumwa, who served as the Gender, Culture, the Arts and Heritage CS, and former Water, Sanitation and Irrigation CS Zachariah Mwangi Njeru.

Former Agriculture and Livestock Development CS Mithika Linturi and Ezekiel Machogu of Education were also not reappointed.

“I commend the leadership of diverse organisations, both in the public and private sectors, including political parties, for their encouraging response to my outreach to consult on forming a broad-based government. Their willingness to set aside partisan positions and interests in order to join a visionary partnership for the radical transformation of Kenya is a historic gesture of their patriotism,” Ruto said.

The President also did not nominate Peninah Malonza (East African Community, The ASALs & Regional Development), Ababu Namwamba (Youth Affairs and Sports), Simon Chelugui (Co-operatives and Micro, Small and Medium Enterprises (MSME) Development), and former National Treasury and Planning CS Prof. Njuguna Ndung’u.

Others not making it to the new cabinet include Florence Bore (Labour and Social Protection) and Moses Kuria, who held the Public Service, Performance and Delivery Management portfolio.

Additionally, former Health CS Susan Nakhumicha Wafula, Eliud Owalo, who held the Information, Communications and the Digital Economy portfolio, have also been excluded.

Ruto Picks Azimio Politicians

In the new appointments, John Mbadi has been nominated as the National Treasury CS while Salim Mvurya has been moved to the Ministry of Investment, Trade and Industry.

Rebecca Miano, who was initially nominated as the Attorney General, has been moved to the Ministry of Tourism and Wildlife.

National Assembly Minority Leader James Opiyo Wandayi has been nominated as the Energy and Petroleum CS, while Kipchumba Murkomen has been moved to the Ministry of Youth Affairs, Creative Economy, and Sports. 

“I take this opportunity to express my appreciation of their commitment and reiterate my pledge to engage, alongside them, in a national conversation that is inclusive, citizen-centred and aimed at consolidating and accelerating the actualisation of inclusive growth and national transformation,” Ruto said.

Ruto picked former Mombasa Governor Hassan Ali Joho as the CS for Mining, Blue Economy, and Maritime Affairs.

Former Kakamega Governor Wycliffe Oparanya has been nominated as the CS for Cooperatives and MSME Development, while Stella Soi Lang’at has been named the CS for Gender, Culture, Arts, and Heritage.

Additionally, Dr. Alfred Mutua has been moved to the Ministry of Labour and Social Protection, while former AG Justin Muturi takes over as the Public Service CS.

However, Duale was later swapped with Soipan Tuya, who was initially re-nominated to the Ministry of Environment, Climate Change, and Forestry.

Former Energy CS Davis Chirchir was nominated to the Roads and Transport docket, Deborah Mulongo Baraza as the CS for Health, while Alice Wahome remained in her former position as the CS for Lands, Public Works, Housing, and Urban Development.

Julius Ogamba was nominated as the Education CS, and Andrew Muhia Karanja as CS for Agriculture.
