The Kenya Revenue Authority (KRA) has announced the rollout of an Advance Cargo Declaration (ACD) platform for all containerized cargo destined for Kenyan ports, with implementation set to begin on August 3, 2026.
In a notice on July 14, KRA said the digital pre-arrival cargo system aims to streamline the clearance process by requiring cargo information to be submitted before shipments arrive in the country.
“Kenya Revenue Authority (KRA) informs all users of Kenya’s ports that an Advance Cargo Declaration (ACD) platform, a digital pre-arrival cargo system for all containerized cargo destined for Kenya ports, is now available. The implementation of this platform will be launched on Monday, 3rd August 2026,” read part of the statement.
The new system will affect importers, exporters, shipping lines, carriers, shipping agents and customs agents handling containerized cargo destined for Kenya.
KRA to Launch Advance Cargo Declaration Platform (ADC)
Under the new system, exporters shipping containerized goods to Kenya will be required to obtain an Advance Cargo Declaration (ACD) reference code through the ACD portal before loading cargo destined for Kenyan ports.
To generate the reference code, exporters must upload four documents to the platform:
- Draft Bill of Lading
- Commercial Invoice
- Freight Invoice
- Export Declaration
KRA said the ACD reference code must be endorsed on the Bill of Lading before the shipment departs for Kenya.
The authority added that the new platform is part of efforts to digitize cargo processing and improve customs operations at the country’s ports.

ACD Definitions
The Advance Cargo Declaration (ACD) is a compulsory cargo document that must be completed before containerized goods are shipped to Kenya. It captures essential details about the shipment, including the cargo, vessel and exporter, allowing authorities to process the information before the goods arrive.

KRA said that the online portal will allow users to manage the entire declaration process from submission to approval.

How the ACD System Will Work
Below are the steps for using the ACD system:
Step 1: Register on the ACD portal and upload the required shipping documents.
Step 2: Obtain an ACD reference code at the port of loading.
Step 3: Ensure the ACD reference code is included on all Bills of Lading.
Step 4: Submit the declaration for validation at least five days before the vessel arrives in Kenya.
Step 5: Present the validated declaration during customs clearance when the cargo arrives at a Kenyan port.
