Professional career
After graduating from Moi University in 1998 with a Bachelor of Arts degree in Economics, Lotee began his career as a teacher at Chepkomniswo High School, where he taught between 1998 and 2001.
During this period, he not only educated students but also mentored young people, fostering a sense of responsibility and leadership among the youth in his community.
In 2001, Lotee transitioned into the development sector, joining the Disability Awareness Mission as a Programme Coordinator.
From 2003 to 2007, Lotee advanced his career by joining ActionAid International, where he served as a Programme Coordinator.
In this role, he oversaw projects centered on poverty reduction, sustainable livelihoods, and community empowerment.
After completing his master’s degree in Coexistence and Conflict Studies at Brandeis University in the United States (2007–2009), Lotee briefly worked with Coexistence International as a Programme Officer in 2009.
His role focused on peace-building and conflict resolution, equipping him with skills critical for managing disputes in regions prone to inter-community clashes, such as his native West Pokot.
Lotee’s career later took a significant leap when he was appointed the Chief Executive Officer (CEO) of the National Government Affirmative Action Fund (NGAAF) in 2018, a position he held until 2022.

Political career
Lotee’s first entry into elective politics came in 2013 when he successfully contested for the position of Deputy Governor of West Pokot County, serving in the first county administration after the promulgation of the 2010 Constitution with Governor Simon Kachapin.
After completing his term as Deputy Governor, Lotee continued engaging with local communities and development programs, further solidifying his reputation as a leader committed to uplifting marginalized populations.
In 2022, he transitioned back into electoral politics by contesting for the Kacheliba Constituency parliamentary seat, running under the Kenya Union Party (KUP), which was part of the Azimio la Umoja coalition.
In the August 2022 General Election, Lotee emerged victorious with 20,073 votes, defeating the incumbent candidate from the United Democratic Alliance (UDA).
In his parliamentary role, Lotee has also been a strong advocate for strengthening the capacity of oversight institutions, such as the Ethics and Anti-Corruption Commission (EACC) and the Office of the Director of Public Prosecutions (ODPP).
He has repeatedly criticized what he perceives as poor coordination between these agencies, which, in his view, undermines the fight against corruption and economic crimes.
Working closely with leaders such as Loima MP Protus Akujah, he has spearheaded peace talks between the Pokot and Turkana communities, who have historically clashed over cattle rustling, land, and scarce resources.
