Water Bills Set to Rise as New Tariffs Take Effect Across Several Counties (Full List)

The Water Services Regulatory Board (WASREB) has approved new water tariff structures for several Water Service Providers (WSPs), with the changes covering the 2026/2027 to 2028/2029 financial years.

In a gazette notice dated September 11, the Kiambu Water and Sewerage Company Limited (KIAWASCO) will charge between Ksh91 and Ksh160 per cubic metre for domestic water, depending on consumption.

For water kiosks, KIAWASCO will charge Ksh70 per cubic meter, with public resale capped at Ksh5 per 20-liter jerrycan. KIAWASCO’s regulated kiosk resale price will range from Ksh2 to Ksh3 per 20-litre jerrycan.

“Kiambu Water and Sewerage Company Limited (KIAWASCO) has received approval for an upward review of water service tariffs for the 2026/2027 to 2028/2029 period. The company had applied for the tariff review, citing the need to improve service delivery and ensure sustainable operations.

After considering the application, views submitted by stakeholders during the public consultation and current data, the regulator determined that an increase in tariffs was justified,” read part of the gazette notice.

Kenyans to Pay More as New Water Tariffs Take Effect

In Kirinyaga, the Kirinyaga County Water and Sanitation PLC (KICOWASCO) tariff ranges from Ksh80 per cubic meter for consumption of 1–6 cubic meters to Ksh145 per cubic meter for consumption above 300 cubic meters.

In Mandera, Takaba Water and Sewerage Company Limited (TAWASCO) will charge domestic consumers between Ksh180 and Ksh312 per cubic meter, depending on consumption.

Livestock watering will cost Ksh2 per sheep or goat, Ksh5 per cow or donkey, and Ksh10 per camel. The Mandera County Government will also provide TAWASCO with an annual operational subsidy of Ksh50 million.

Other approved annual indexed tariffs include those for Homa Bay County Water and Sanitation Company, where domestic rates range from Ksh104 to Ksh213 per cubic metre, and Tetu Aberdare Water and Sanitation Company, where rates range from Ksh72 to Ksh145 per cubic metre.

WASREB has also set penalties for water and sewerage offences across the affected utilities. Illegal water or sewer connections will attract a Ksh100,000 penalty for commercial, industrial and construction accounts, and Ksh30,000 for domestic accounts, in addition to estimated backdated consumption.

Meter tampering or reversing will attract a Ksh5,000 surcharge, while using a direct suction pump on supply lines will attract a Ksh10,000 surcharge.

Changes in Administrative Roles

In the same gazette notice, the Cabinet Secretary for Water, Sanitation and Irrigation has made leadership changes at two water agencies, with the appointments taking effect on September 11, 2026.

Everlyne Nadio has been re-appointed as a member of the Board of Directors of the North Rift Valley Water Works Development Agency for a three-year term.

At the Coast Water Works Development Agency, the CS has appointed Khadua Jimmy Kahindi as the Non-Executive Chairperson, also effective September 11, 2026.

The appointment replaces an earlier appointment made through Gazette Notice No. 4936 of 2024, which has been revoked.
