Education Cabinet Secretary (CS) Julius Ogamba has directed all universities to release updated fee structures for the first years by Monday, August 19.
In a statement on August 16, Ogamba stated that the notice comes after President William Ruto’s directive regarding the withdrawal of the admission letters that had been sent earlier.
“His Excellency the President Dr. William Samoei Ruto on Wednesday, August 14th, 2024, directed universities to release new fee structures to First Year students stipulating the annual household contribution towards the total cost of degree programmes,” Ogamba revealed.
The CS further revealed the number of students who have received admission letters and had applied for loans and scholarships.
“In line with the President’s directive, the Ministry is pleased to announce that all universities have rolled out the process of releasing new letters to all the first batch of 125,893 students who have so far applied for loans and scholarships under the student-centered Model,” he said.

Likewise, Ogamba explained the criteria used to award loans and scholarships based on the student’s level of need.
“In accordance with the tenets of the student-Centred Model, students have been awarded scholarships and loans according to their level of need, consistent with any one of the five predetermined bands,” he said.

Additionally, the CS re-affirmed government’s commitment to quality and affordable higher education. To facilitate the studies of the new students, the government is set to disburse Ksh. 25.3 billion in scholarships and loans to the 2024/25 students who have applied so far.
“The Ministry remains dedicated to ensuring that student funding is allocated fairly and equitably, addressing the genuine needs of applicants,” the statement read.

According to the Ministry, the evaluation criteria is based on a validated application information that considers a student’s family economic background, affirmative action, socio-demographic factors, and family education expenditures.
Ogamba assured swift processing of all additional applications and referred students to the Higher Education Portal for additional information.
“Students who may have questions and appeals on the fees to be paid should direct them to our dedicated team through the Higher Education Portal, www.hef.co.ke.”
“In line with the Government’s commitment to leaving no one behind, the application portal will remain open. The Ministry assures that all additional applications will be processed swiftly on a rolling basis,” he added.
Furthermore, he urged eligible students who wish to receive funding and have not yet applied to do so without delay to ensure prompt processing of their applications.
