The Teachers Service Commission (TSC) has introduced a new digital salary verification process that will require Heads of Institution (HOIs) to confirm the employment status of every teacher before monthly salaries are processed.
TSC rolled out the digital Control Sheet on the T-Pay platform to allow schools to verify teachers’ payroll records before salaries are processed. The Commission says the move will improve payroll accuracy and help eliminate fraud, overpayments, underpayments and delays in salary payments.
Under the new system, school heads will play a central role in verifying payroll information before it is submitted for salary processing.
TSC Introduces New T-Pay Rule for Teacher Salary Verification: How it Works
To begin the verification exercise, the Head of Institution must first log into the T-Pay portal using their credentials.
Once logged in, the HOI must click the Dashboard menu, then select the HOI Control Sheet option to access the school’s payroll verification records.
The My Staff section displays all teachers attached to the institution, allowing the school head to view the entire staff establishment and verify whether each teacher is correctly assigned to the station.
For each listed teacher, the HOI must click the Action button, after which a dialog box appears, prompting them to select the appropriate status.

The teacher must then be declared under one of four categories:
* Correct
* Incorrect
* Passing
* Not Declared
After selecting the appropriate status, the HOI must click Confirm to save the declaration for each teacher.
Submitting the Control Sheet
Once all teachers have been verified, the school head must confirm that every staff member has been declared by ticking the confirmation checkbox at the bottom of the page.
The HOI must then click Submit Control Sheet to officially submit the payroll verification for processing.
The confirmation certifies that all staff records have been checked and that the information provided is accurate and truthful.
Before the Control Sheet can be submitted, the Head of Institution must formally certify that all information entered is accurate and truthful.
This declaration makes school heads directly accountable for the accuracy of payroll information originating from their institutions.
The Commission has also introduced mandatory nationwide training for Heads of Institution to familiarise them with the new procedures.
The training covers the use of the Control Sheet dashboard, staff declaration requirements, handling missing staff records, payroll verification procedures, and the responsibilities associated with certifying payroll information.
Reporting Missing Teachers
The new system also includes a Missing Staff Control Sheet, which allows Heads of Institution to report teachers who are missing from the school’s staff list.
To report a missing teacher, the HOI should click Add Missing Staff, which opens a search window.
The school head must then search for the teacher using their TSC number, enter the date the teacher reported to the station, select the reason the teacher is missing from the payroll list—such as Transfer In, resumption from leave or another approved deployment—and click Save.
The feature is intended to ensure that newly posted, transferred, or returning teachers are promptly captured in the payroll system.

Teachers Asked to Verify Their Details
The Commission has also urged teachers to regularly log into the T-Pay platform and verify that their personal and employment details are accurate.
Teachers are advised to regularly log in to the T-Pay platform and verify that their TSC number, National ID details, names, bank account information, and duty station are correct.
If they notice any errors, they should report them early to avoid delays in salary processing.
Teachers who have recently been transferred, promoted, or resumed duty after leave have been urged to work with their Heads of Institution to ensure the changes are updated in the payroll system before salaries are processed.
According to TSC, the reforms are aimed at improving payroll accuracy, strengthening accountability at the school level, and eliminating payroll fraud, overpayments, underpayments, and salary processing delays by ensuring that only verified teacher records are submitted for payment.
