The Kenya Civil Aviation Authority (KCAA) has temporarily suspended operations of its Personnel Licensing (PEL) Department for 30 days, effective immediately.
In a statement on August 22, KCAA stated that the move is part of a transition to a fully automated licensing system aimed at eliminating duplication, improving efficiency, and providing applicants with faster, seamless service.
“The Kenya Civil Aviation Authority (KCAA) wishes to inform stakeholders that the Authority has with immediate effect temporarily suspended operations of Personnel Licensing (PEL) Department for a period of 30 days to facilitate the transition to a fully automated licensing system,” read the statement.
According to KCAA, a computer-based examination system will be introduced to improve transparency, reliability, and overall efficiency in licensing services as part of the modernization process.
KCAA acknowledged that the temporary suspension may cause concerns among stakeholders.
To address this, the Authority plans to launch a dedicated feedback channel next week, allowing stakeholders to submit recommendations, report past complaints, note irregularities, or flag illegalities.
The authority stated that submissions can be made anonymously and will help refine the examination and licensing process.
KCAA reiterated its commitment to maintaining the highest standards of aviation training and licensing, ensuring continuity, trust, and the growth of a safe, efficient, and dynamic aviation sector.

About Personnel Licensing (PEL) Department
The Personnel Licensing (PEL) Department is part of the Directorate of Aviation Safety, Security and Regulations (DASSR) at the Kenya Civil Aviation Authority (KCAA).
The PEL Department’s functions are organized into five major areas:
- Examinations – Conducting assessments for flight crew, aircraft maintenance personnel, air traffic controllers, and others.
- Licensing – Issuing and renewing aviation licences for various categories of personnel.
- Training – Supervising and approving aviation training programs.
- Regulatory – Ensuring compliance with aviation laws and regulations.
- Administration – Managing records, documentation, and departmental operations.
