On June 1, 2025, President William Ruto announced the nationwide re-introduction of the Kazi Mtaani Initiative under a new banner: the Climate Resilience Service Program (CRSP).

The Climate Resilience Service Program (CRSP) for 2025 was officially advertised on June 3, 2025.

The program targets 200,000 youth across 46 counties, excluding Nairobi, and aims to provide short-term employment to support livelihoods while building climate resilience through community work.

Application and Eligibility for Kazi Mtaani

Candidates interested in the program must:

  1. Be Kenyan citizens aged 18–35 years (youth bracket).
  2. Possess a valid national ID.
  3. Be unemployed and willing to perform manual work.
  4. Adhere to the program’s rules, ethical standards, and work requirements.
  5. Provide a registered mobile number (for M-Pesa payments), which must match the ID used during registration.

While the primary focus is on youth, in areas where young people are unwilling to take up the jobs, older individuals may be considered, provided they meet other criteria.

Target Beneficiaries for the Program

The CRSP is intended for:

  • Kenyan youth over 18 years of age.
  • Individuals unemployed due to economic disruptions.
  • Persons not currently enrolled in other social protection programs.

The program stresses on gender equity, with a goal of achieving a 50/50 male-to-female ratio among participants.

For the CRSP 2025, candidates must first apply online through the official CRSP portal  which is https://www.crsp.go.ke/ by first registering.

Once the applications are submitted, they are reviewed by a selection committee. This committee evaluates the applications based on the eligibility criteria and other relevant factors to ensure a fair and transparent selection process.

Selection Committee and Recruitment Process

Only 200,000 positions are currently available. To manage recruitment fairly, a selection committee is constituted, comprised of representatives from the following institutions:

  1. Informal settlement leadership
  2. Youth champions (2)
  3. National Council for Persons with Disabilities (PLWDs)
  4. County Officers from the Micro and Small Enterprises Authority (MSEA)
  5. County Youth Officers
  6. County Directors of TVET
  7. County Directors of Education
  8. Regional NCA Officers or their representatives
  9. County Directors of Housing
  10. National Government Administrative Officers (NGAOs)
  11. Nyumba Kumi representatives (optional, for local verification)

These individuals are selected based on their deep understanding of local conditions and populations.

Their involvement ensures that recruitment prioritizes hardworking and deserving individuals who rely on daily earnings to meet their basic needs.

Selection Guidelines for Recruitment

The selection process must be:

  • Transparent, fair, and conducted with integrity.
  • Inclusive of local leaders and subject to oversight by County Commissioners.
  • Aligned with Government-issued guidelines and standardized application forms.

For payment and documentation, selected workers must:

  • Provide a valid ID.
  • Register using a phone number linked to their own M-Pesa account.
  • Attend work regularly to qualify for daily wage payments, which are processed via mobile money platforms.
