Hilary Kosgei Kiplang’at is a Kenyan legislator serving as the Member of the National Assembly for Kipkelion West Constituency in Kericho County.
He has served multiple terms, first elected in 2017 and continuing through to the present.
Kosgei is affiliated with the United Democratic Alliance (UDA) party, and previously with the Jubilee Party.

Hilary Kosgei began his academic journey at Kiru Fary Primary School, where he completed his Kenya Certificate of Primary Education between 1981 and 1988.
He proceeded to Kericho High School, where he attained his Kenya Certificate of Secondary Education from 1989 to 1992.
Later, he joined Kenyatta University, graduating with a Bachelor of Arts in Economics from 1994 to 1998.

Kosgei’s career cuts across legal practice and public service.
From 2002 to 2012, he operated as a Sole Proprietor at Munene Wambugu & Co. Advocates, before being elevated to Managing Partner from 2012 to 2017.
In April 2017, he was appointed as a Board Member at the Kenya Bureau of Standards (KEBS).
Transitioning to elective politics, Kosgei was first elected Member of Parliament for Kipkelion West Constituency in August 2017, initially under the Jubilee Party, and re-elected in 2022 under the UDA banner.

During the 12th Parliament (2017–2022), he served as a member of both the Departmental Committee on Environment and Natural Resources (2017–2020) and the Regional Integration Committee (2020–2022)
