The Cabinet has sanctioned five new rules aimed at bolstering security and ensuring the safety of residents and guests in short-term lease facilities like the Airbnb.
The Cabinet directed that all short-term stay houses must maintain Closed-Circuit Television (CCTV) Cameras in all common areas to provides continuous surveillance coverage, deterring potential criminal activity and enhancing overall security.
Management of such facilities are mandated to ensure meticulous storage of CCTV camera records, facilitating prompt retrieval as necessitated by security agencies.
“Maintaining Closed-Circuit Television (CCTV) Cameras in all common areas and ensuring that the footage is recorded, stored, and can be retrieved if the need arises,” read the Cabinet Statement.
This requirement serves as a precautionary measure to aid law enforcement agencies in investigations should any suspicious incidents occur.
In tandem with CCTV surveillance, stringent measures have been outlined to regulate movement of individuals within these premises.
Management is tasked with maintaining an updated register documenting the verified identities of persons entering and exiting, supported by appropriate identification documents.
According to the cabinet, this detailed documentation, inclusive of entry and exit timestamps, will serve as a major tool in monitoring and regulating access, thus fortifying security protocols.

Complementing these measures, the Cabinet has directed the meticulous upkeep of a current and precise log detailing all vehicle, motorcycle and rickshaw movements entering or departing from the premises.

This comprehensive record would facilitate thorough monitoring of transportation activities within the vicinity.
In addition to surveillance and access control, the Cabinet has emphasized the criticality of deploying registered private security service providers to safeguard these premises.
This mandate underscores the government’s commitment to ensuring the deployment of trained security personnel equipped to mitigate security risks effectively.
Furthermore, the Cabinet’s directive necessitates the maintenance of a security occurrence book within residential apartments, lodgings, and Airbnb rentals to serve as a repository for recording daily significant incidents and noteworthy events pertaining to the safety and security of residents, guests, and service providers alike.

By documenting such occurrences, stakeholders can proactively address emerging security challenges and implement remedial measures as warranted.

Cases such as the brutal killing of Starlet Wahu Mwangi, the dismemberment of Rita Waeni, and the tragic demise of Malkia have underscored the urgency of fortifying security protocols within such establishments.
In February, the Tourism Regulatory Authority (TRA) took decisive steps to address regulatory compliance within the Airbnb sector.
Over 8,000 Airbnb facilities were issued licenses following registration efforts, with an ambitious target of registering over 50,000 facilities within a three-month timeframe.
