The Cabinet Secretary for Public Service, Human Capital Development and Special Programmes, Geoffrey Ruku, has instructed the NYS to proceed with the suspension of three senior managers.
Speaking during the official handover ceremony of the NYS Council Chair at the NYS headquarters in Ruaraka on May 29, 2025, Ruku stated that any public officer unwilling to uphold good governance and deliver services responsibly should step aside.
“Articles 10 and 232 of the Constitution are clear on the need for a public service rooted in integrity, accountability, and professionalism. Public officers must ensure efficient and effective use of resources, uphold transparency, and serve all Kenyans fairly and responsively,” he said.
Further, he urged the NYS Council to expedite the commercialization of the institution, citing that this action would enhance financial sustainability and assist in achieving the government’s goal of recruiting and training 100,000 youths annually by 2027.
Ruku Orders Immediate Suspension of NYS Managers
Additionally, he called for the need to safeguard the National Youth Service, a taxpayer-funded state agency, from individuals attempting to exploit it for personal benefit.
At the same time, he issued a warning to individuals who believe they can exploit the National Youth Service but stated that NYS resources must be managed appropriately and efficiently to achieve the intended objectives

CS Issues Warning
Further, he reiterated President William Ruto’s firm directives on safeguarding public resources and warned that individuals found mismanaging funds have no place in NYS.
“As a Ministry, we will fully support commercialization efforts. This move will significantly increase the number of young people we train each year,” he said.

Crackdown on NYS Officers
On May 11, 2025, the Cabinet Secretary spoke at the Harambee House office following a high-level consultative meeting with officials from the Ministry, alongside those of the Public Procurement Regulatory Authority (PPRA) and NYS.
This was in response to allegations of the embezzlement of Ksh2 billion at the NYS College in Gilgil, after a report was released by the Ethics and Anti-Corruption Commission (EACC) on May 7, 2025.
During the meeting, he directed PPRA to immediately undertake a comprehensive regulatory and compliance investigation into all NYS procurement and disposal proceedings from July 2019 to date.
“The youth of this country deserve transparent and accountable service delivery. Any breach of the Constitution and procurement laws cannot be tolerated,” the CS said.
