David Njengere is a Kenyan currently serving as the Kenya National Examination Council (KNEC) Chief Executive Officer (CEO).
Njegere was appointed as the CEO by the former KNEC chairperson, John Onsati, on 1st July 2021.
Before he was appointed the CEO, He served as the education advisor to the Cabinet Secretary for Education, the late Professor George Magoha.
He has worked at KNEC and at the Kenya Institute of Curriculum Development (KICD).
David Njegere’s Early Life and Education
Njegere was born in 1967. He holds:
- Bachelor of Education in English and Literature from Moi University
- Master of Philosophy in English from Moi University
- PhD in Education from Moi University
- Post Graduate Diploma in Curriculum Design and Development from the International Bureau of Education (UNESCO) and the Open University of Tanzania
- Certificate in Design and Development of Large-Scale Assessments from Education and Testing Services, Princeton, New Jersey

During the conceptualization and design of Competency-Based Curriculum (CBC) and Competency-Based Assessment (CBA) in the country, he was instrumental in making changes in the education system.
Njengere has experience as an educationist and has been involved in many initiatives in education reforms at national, regional, and global levels.
Njengere has served as a resource person for the International Bureau of Education (UNESCO) in various assignments and has supported international curriculum efforts, including acting as a facilitator for the Government of Malaysia on curriculum-related issues.
He has also chaired several East African Community (EAC) Technical Committee sessions that led to the development of the Framework for Harmonization of Education Systems and Curricula across the region.

Career Background
He took over from Mercy Karogo, who served as the Acting KNEC CEO for 5 years.
Before taking up the CEO role, Njengere, as an educationist, served as the Education Advisor to the Cabinet Secretary for Education, the late Professor George Magoha.
From 1997, he has worked at the Kenya Institute of Curriculum Development (KICD). With 28 years at KICD, he contributed to curriculum review, education policy development, and research. His responsibilities included conceptualizing the reforms and developing a draft curriculum framework for basic education that covers pre-primary, primary, secondary, special needs, and teacher education.
As the CEO, he is tasked with spearheading the transformative gains the Council has made in examination management, especially in the reforms that ended the leakage of national examinations and restored credibility and integrity in national examinations in Kenya.
During the 2024 KCSE Exam release, Njegere noted that there was no early exposure to exams, a situation that has persisted for years.
