On June 11, Treasury Cabinet Secretary (CS) John Mbadi is expected to present a KSh4.84 trillion budget for the 2026/27 financial year, marking one of the largest spending plans in Kenya’s history. The Kenya Times begins live coverage as CS Mbadi presents the budget in Parliament.

  • KSh 8.6 billion – Digital adoption and inclusion
  • KSh 220.4 billion – Development of roads
  • KSh 38.4 billion – Railway project expansion
  • KSh 58 billion – Rehabilitation of roads
  • KSh 118.1 billion – Road maintenance
  • KSh 150 million – Acquisition of a public ferry for Lake Victoria
  • KSh 582 million – Nairobi Bus Rapid Transit (BRT) project
  • KSh 30.9 billion – Energy sub-sector
  • KSh 784.5 billion – Education sector
  • KSh 16.7 billion – Manufacturing to promote local industries
  • KSh 252.1 billion – Defence
  • KSh 144.7 billion – National Police Service
  • KSh 64 billion – National Intelligence Service (NIS)
  • KSh 63.9 billion – Internal security and national administration
  • KSh 42.6 billion – Prison services
  • KSh 110.2 billion – Targeted initiatives on youth and women’s empowerment

5:00 PM: Budget Allocation

CS Mbadi proposes allocating Sh177.2 billion to the health sector, including the construction of a cancer center in Kisii.

Mbadi proposes KSh 9.4 billion for the settlement of the homeless in the 2026/27 national budget, while education is KSh 784.5 billion. 

4:20 PM: All Government Procurement to Go Digital from July 2026

CS Mbadi says that beginning July 1, 2026, the government will ensure that all procurement is conducted through the Electronic Government Procurement (eGP) system, ending procurement outside the digital platform.

He says the end-to-end system is designed to automate public sector purchasing and is managed by the National Treasury.

Mbadi adds that the platform allows suppliers, contractors, and consultants to access tender opportunities, register businesses, manage contracts, and receive payments securely.

4: 05 PM: New Disaster Risk Strategy

A fund will be allocated to strengthen disaster risk management as part of efforts to respond to climate-related disasters.

3:50 PM: County Funding Up from KSh370bn to KSh428bn

CS Mbadi says funding to county governments has steadily increased, with the equitable share rising from KSh370 billion in the 2022/23 financial year to KSh428 billion in the 2026/27 budget.

He says this reflects the government’s commitment to strengthening devolution as a key pillar of inclusive national development.

Mbadi adds that while the government takes pride in the progress made, there is no room for complacency.

3:40 PM: Activist Arrested

Activist Julius Kamau has been arrested by plainclothes police officers in Nairobi’s CBD during the 2026/27 Budget reading in Parliament.

3: 39: Govt Builds Classrooms

Mbadi has said that the government has supported the education sector by constructing 23,000 classrooms and plans to build more than 1,000 laboratories.

3:30 PM: What Govt Has So Far Achieved

  • Affordable Housing: CS Mbadi says the government has made progress in expanding access to affordable housing through the ongoing housing program.
  • Healthcare: He says healthcare services have improved through the implementation of the Social Health Authority (SHA).
  • Agriculture: Mbadi notes that the agricultural sector has shown signs of recovery, attributing the improvement to the subsidized fertilizer program aimed at boosting food production.
  • Youth Empowerment: He says youth empowerment initiatives have been strengthened across the country through the NYOTA program, which seeks to expand economic opportunities for young people.
  • Roads have been constructed across the country, and the government has enhanced regional power transmissions.

3:20 PM: Mbadi on Public Participation

CS Mbadi has said he is presenting the 2026/27 Budget at a time when the world continues to experience economic shocks, adding that the spending plan has been aligned with the government’s Bottom-Up Economic Transformation Agenda to support businesses and drive economic growth.

Mbadi has said feedback from Kenyans during the budget-making process showed that many want the government to reduce the cost of living by lowering taxes on essential commodities, curb the wastage of public resources, and deal decisively with corruption.

3:07 PM: CS Mbadi takes the stage and starts reading his speech

Mbadi starts by asking the parliament to observe a moment of silence for the late Prime Minister Raila Odinga. 

3:00 PM: National Assembly Speaker Moses Wetang’ula welcomes dignitaries, Cabinet Secretaries, and other senior officials in attendance at Parliament ahead of the budget presentation

2:28 PM:  CS Mbadi’s procession arrived at the Parliament building, where he paused briefly for photos

During the procession, he traveled in a grey Peugeot fitted with a customized number plate prominently marked “BUDGET FY 2026–2027.”

Heavy security was deployed at key access points leading to Parliament as lawmakers, senior government officials, and invited guests arrived at the parliament buildings.
