The National Taskforce on Improvement of Terms and Conditions of Service and other Reforms for Members of the National Police Service and Kenya Prisons Service has kicked off its work with its first hearing at the Bomas of Kenya in Nairobi.
The team has began collecting of views from the public and stakeholders in the security sector with Chairperson of the taskforce retired Chief Justice David Maraga saying some of the sessions will be held in camera.
“We will hear submissions from National Prisons Service, Kenya Prisons Service and State agencies on Monday and Tuesday. Due to the sensitive nature of the presentations, hearings will be on camera. Subsequent meetings across the country will be open,” he said.

The 20-member task force will divide itself into several teams and tour all 47 counties from 6-17 February.
Maraga’s team seeks to identify legal, policy, administrative, institutional and operational constraints on effective service delivery by the Kenya Police Service and Kenya Prisons Service.
Organised groups, individuals and institutions have been invited to submit their proposals at the hearings.
The Former Chief Justice noted that his team will also seek to come up with recommendations to end wrangles between the National Police Service (NPS) and Independent Policing Oversight Authority (IPOA).
“We are aware that there have been existing tensions between NPS and IPOA.
“I want to inform Kenyans that we have already asked the two parties to come up with a memorandum,” the former CJ said.
“Our recommendations will end the operational constraints currently being experienced by the two parties,” Maraga further explained.
He noted that task force had already received a memorandum from NPS and was waiting on IPOA to make final recommendations.
