Drama unfolded at DCI Headquarters after a suspect linked to the recent Homa Bay chaos arrived to surrender, only for officers to reportedly decline to receive him.
In a statement on August 18, former Siaya Governor James Orengo said Oliver Jaoko, also known as Olivetti, was taken to the DCI headquarters as previously directed.
“We arrived at DCI Headquarters to present Oliver Jaoko (alias Olivetti) as previously directed,” Orengo said.
DCI Officers Allegedly Refuse to Receive Oliver Jaoko
Orengo said officers told them they were unaware of the directive and refused to receive Jaoko, prompting them to present him at Muthaiga Police Station, where he surrendered.
The governor urged the police to remain impartial and swiftly arrest what he described as the organizers and financiers of the violence in Homa Bay.
“The police must remain impartial and take swift action to arrest the organizers and financiers of the violence unleashed against us in Homa Bay,” he added.

This development follows a DCI operation in Kisumu County in which 15 suspected gang members were arrested. The agency had identified Jaoko as the alleged leader of the group before he escaped during the operation.
Police Intercept Vehicles Carrying Suspected Gang Members
In a statement issued on August 16, 2026, the Directorate of Criminal Investigations (DCI) said 15 suspected gang members were arrested and crude weapons recovered during an operation in Kisumu County.
The operation followed intelligence that a group allegedly armed with crude weapons was traveling in three vehicles along the Kisumu–Kericho Highway.
Detectives from the DCI Operations Support Unit, Crime Research and Intelligence Bureau in Nyanza and DCI Kisumu Central intercepted the vehicles, which included a Toyota Noah and two Toyota Hiace vans operating along the Kisumu–Migori route.
A search of the suspects and vehicles recovered machetes, pangas, knives, ropes, a metal rod or club, and several mobile phones, according to the DCI.

Oliver Jaoko Escaped During Police Operation
During the operation, the DCI identified Oliver Jaoko, alias Oliveti, as a suspected leader of the group and said he escaped by jumping through a vehicle window.
“As the operation unfolded, one suspect, identified as Oliver Jaoko, a.k.a. Oliveti, and believed to have been leading the group, made a daring escape by jumping through a vehicle window,” the directorate said.
The 15 arrested suspects, together with the recovered exhibits, were taken into custody and are undergoing processing pending arraignment.
Detectives continued pursuing Jaoko following his escape, according to the DCI.
The agency said the operation demonstrated the National Police Service’s efforts to disrupt suspected criminal networks and remove dangerous weapons from the streets.
