The National Assembly has disowned a letter circulating online, which alleges that Parliament had requested the Ethics and Anti-Corruption Commission (EACC) to vet nominees for Cabinet Secretary positions, terming the document “fake and misleading.”
The letter dated October 14, 2025, and purportedly signed by Clerk of the National Assembly Samuel Njoroge, appeared to request the EACC to conduct integrity vetting on three individuals allegedly nominated for Cabinet posts.
However, the National Assembly has distanced itself from the document, warning the public against falling for misinformation.
The fake letter, which bore official parliamentary letterheads and seals, listed three individuals, John Lonyangapuo, Josephine Lesuuda, and Kiptoo Korir Sala, as “nominees for vetting.”
Speculation on Possible Cabinet Reshuffle
While the letter is fake, its timing has stirred speculation about an impending Cabinet reshuffle, one that could see President William Ruto bring in new allies amid shifting political alliances.
The inclusion of figures linked to KANU, such as Lesuuda and Lonyangapuo, comes just days after Gideon Moi, the KANU chairman, signaled a a deal with Ruto’s Kenya Kwanza coalition.

Barely a week ago, KANU agreed to work with the Kenya Kwanza coalition, a move that many see as laying the groundwork for a broader power-sharing arrangement.
The coalition has fueled speculation about an imminent mini-cabinet reshuffle to accommodate KANU figures, a prospect that has put some sitting Cabinet secretaries on edge.
The Fate of ODM
The political shakeup comes as the opposition side is in flux. Veteran opposition leader Raila Odinga’s sudden death this week has prompted a period of national mourning and left questions about the future cohesion of the Orange Democratic Movement.
Odinga’s unifying presence could weaken cross-party pacts and complicate the fate of technocrats from ODM who currently hold Cabinet positions.

Ruto’s courting of new allies and uncertainty inside ODM after Odinga’s passing make a Cabinet shake-up both more likely and more politically urgent. When Raila Odinga joined the Broad-Based Government, he ‘donated’ ODM experts to Ruto, including John Mbadi, who became Treasury CS, Opiyo Wandayi – Energy, Ali Hassan Joho – Mining, and Wycliffe Oparanya MSMEs.
Ruto’s Plan
President William Ruto had revealed on October 12 that he has brought on board key political rivals, including the late former Prime Minister Raila Odinga, former President Uhuru Kenyatta, and former Senator Gideon Moi, as part of a bold initiative to transform Kenya into a first-world country by 2055.
Speaking during a church service in Ziwani, Ruto stated that realizing this vision will require collaboration across political divides, bringing together leaders who were once considered adversaries.
“I have engaged key leaders, including former Prime Minister Raila Odinga, former President Uhuru Kenyatta, and former Senator Gideon Moi, to ensure we take Kenya from a third world country to a first world country in our lifetime,” Ruto stated.
