Youth Affairs Principal Secretary Jacobs Fikirini has apologized to the family of Cecil Ouma following the fatal shooting involving his security detail and has recorded a statement with police as investigations continue.
In a statement on July 2, Fikirini said he was deeply saddened by the tragic loss of life and extended his heartfelt condolences to Ouma’s family, friends and loved ones.

The PS assured that he will cooperate with the investigative bodies to ensure that all the necessary steps have been followed, saying that his office is also ready to support the investigations.

The PS revealed that he has already recorded a statement with the police as investigations continue. He also disclosed that seven individuals, among them two members of his security team, have been questioned and are assisting detectives with the probe.
Fikirini described Ouma’s death as a painful and unfortunate incident, saying no family should have to go through such a loss. He maintained that no young person should lose their life in the manner Ouma did and expressed hope that the investigations would establish the truth.
“I have already recorded my statement with the investigating agency, and seven people, including two officers from my office, have also provided their accounts to aid the investigation,” he said.
He added that he remains committed to supporting the inquiry to ensure those responsible are held accountable and justice is served.
Family Claims Dispute Over Youth Transport Refund Preceded Ouma’s Death
The family of Cecil Ouma had earlier accused bodyguards attached to PS Fikirini Jacobs of using excessive force during an incident that led to his death.

According to the family, Ouma had been contracted to mobilize youths to attend a government event. They claim a dispute arose after the programme ended when he approached the PS’s vehicle to seek transport reimbursement for the youths he had mobilized.
Ouma’s brother, Jeff Otieno, said the PS allegedly gave him KSh10,000, but the youths felt the amount was insufficient.
“He was given KSh10,000 by the PS. When he informed the youths about the amount, they said it was too little and advised him to return the money to the PS,” Otieno said.
The family says Ouma then went back to the PS’s vehicle, which was already leaving the venue, before the incident occurred.
His body was later moved to the mortuary as investigations into the circumstances surrounding his death continue.
