President William Ruto has appointed Prime Cabinet Secretary and CS for Foreign and Diaspora Affairs Musalia Mudavadi as the acting Cabinet Secretary for all government Ministries.
In a gazette notice date July 12, Musalia was to take over the new role effective July 11, 2024, after the Cabinet Secretaries were fired.
“THAT pursuant to Article 152 (5) (4) of the Constitution, Hon. Wycliffe Musalia Mudavadi, E.GH., is assigned as the Acting Cabinet Secretary in all vacant Ministerial Portfolios,” read part of the notice.
Ruto dismissed his cabinet on Thursday, July 11, 2024, at State House Nairobi in a State of the nation address.
However, the Head of State noted that Prime CS Mudavadi will not be affected by the dismissal of CSs.
“Upon reflection, listening keenly to what the people of Kenya have said and after a holistic appraisal of the performance of my Cabinet and its achievements and challenges, I have, in line with the powers given to me by Article 152(1) and 152(5)(b) of the Constitution and Section 12 of the Office of the Attorney-General Act, decided to dismiss with immediate effect all the Cabinet Secretaries and the Attorney-General from the Cabinet of the Republic of Kenya except the Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs,” said Ruto.
Ruto on Cabinet Before Appointment of Mudavadi
Ruto in his speech confirmed that the operations of the government would continue uninterrupted under the guidance of Principal Secretaries and other relevant officials.
He noted that he will consult different sectors and political formations to identify those who will assist him in accelerating Kenya’s transformation.

In 2005, during the era of the 3rd President Mwai Kibaki, former head of the Presidential Press Service Isiah Kabira stated that former Vice President Moody Awori and the Permanent Secretaries ran the government alongside Kibaki for two weeks after he dissolved his Cabinet and before he named a new one.
President William Ruto on July 15 announced plans to reorganize his government starting next week, citing the need for peace and stability in Kenya.
“As from next week, I will arrange my government,” Ruto declared, addressing a crowd gathered for the event.
How the Cabinet Secretaries are Appointed
In accordance with Chapter Nine, part 3, subsection 2- 4(b) of the Constitution, the president is the one who nominates individuals to the Cabinet.
Politically the President must consult his Deputy, with whose support he is in office.
Following the President’s appointment of the CSs, the Speaker presents the names of the nominees to the National Assembly.

The National Assembly Appointments Committee then vets the nominated individuals.
The law regulating parliamentary approval requires the committee to consider a candidate’s academic credentials, professional training and experience, personal integrity, and background.
The committee also relates the candidate’s experience to the relevant Ministry.
This process is introduced because Cabinet Secretaries are not from Parliament, which should ease relations with Parliament.
If the committee approves the candidate, the President appoints them, and they are sworn in as Cabinet Secretaries.
