President William Ruto has appointed selection panels to oversee the recruitment of nominees for key public offices following vacancies and impending exits.
The panels will oversee recruitment processes to fill vacant posts at the Independent Policing Oversight Authority (IPOA), the Intergovernmental Relations Technical Committee (IGRTC), the Teachers Service Commission (TSC), and the Public Service Commission (PSC).
In a Gazette notice dated April 10, 2026, Ruto declared a vacancy in the position of chairperson of IPOA after the former chair, Issack Hassan, was appointed a judge of the Court of Appeal.
At the same time, the President set up a selection panel to lead the recruitment of a new chairperson.
“The President, in exercise of powers conferred by law, hereby declares a vacancy in the position of Chairperson and appoints a selection panel for the recruitment of nominees,” the Gazette notice read.
The panel will consist of Rueben Chirchir, Mwanamaka Mabruki, Stephen Mbaga Jumbale, Monica Muiru, Claris Ogangah, and Michael Nzomo.
Ruto Sets Up Selection Panels to Guide Recruitment Process
In the same gazette notice, Ruto declared vacancies for seven members of the Intergovernmental Relations Technical Committee, whose six-year non-renewable terms are set to expire on June 19, 2026.
The selection panel, chaired by Amos Gathecha, will oversee the recruitment of nominees for the positions.
Other members of the panel include Benjamin Chesire Chehot, Ochilo Ayacko, Fatuma Achani, Michael Lenasalon, Shadrack Mose, Dr. Francis Owino, Joanne Machayo, Prof. Nicholas Letting, Mutheu Kasanga, Dr. Kipkurui S. Chepkwony, and Mary Mwiti.

The President also constituted a selection panel to oversee the recruitment of a member of the PSC following a vacancy in the commission.
The panel comprises Arthur Osiya, Charles Mutinda, Mwaniki Cachuba, Simon C. Kiplangat (CHRP(K)), Georgina Malombe (FCPA), Ruth Wambeti Ruraa, and Freddah Lenayiasa.
Its role is to ensure the process is transparent, competitive, and based on merit, in line with the Constitution and the Public Service Commission Act, before forwarding suitable nominees for appointment.

Lastly, Ruto declared impending vacancies in the Teachers Service Commission (TSC), following the expiry of the six-year non-renewable terms of two commissioners effective May 2, 2026.
The panel for recruitment of the TSC Commissioners will consist of Isaac Njenga, Evelyn Owoko, James Nduna, Jacob Mbijjiwe, Margaret Nyakohoke Ogega, Wycliffe Etole Omucheyi, Mercy Igoki Samuel, Rose Okaya Eteye, and Margaret Lesuuda.
It will oversee the recruitment of nominees to fill the positions in line with constitutional and statutory requirements.
“The vacancies arise from the anticipated lapse of the six-year non-renewable term of office of two members of the Commission,” the Gazette notice read.
