President William Ruto has nominated Nokia Kenya General Manager Pius Angasa to serve on the Board of Directors of the Central Bank of Kenya (CBK), pending parliamentary approval.
National Assembly Speaker Moses Wetang’ula made the announcement on Thursday, July 24, noting that he had received a message from the Head of State in accordance with Section 11 of the Central Bank of Kenya Act.
He explained that the President was seeking parliamentary approval for Angasa’s appointment, in line with legal provisions governing public appointments.
Wetang’ula directed that the nomination, along with Angasa’s curriculum vitae and supporting documents, be submitted to the National Assembly Departmental Committee on Finance and Planning for consideration.

The committee will conduct a joint vetting exercise with its Senate counterpart and compile a report for tabling in the House.
“I wish to report to the House that I have received a message from His Excellency the President regarding the nomination of a person for appointment to the board of the Central Bank of Kenya,” Wetang’ula announced.
“The approval process should be undertaken in line with the provisions of the Public Appointments (Parliamentary Approval) Act and concluded within 28 days, which lapses on August 20, 2025.”

Both the Senate and the National Assembly will be expected to conduct a joint vetting of the nomination of Angasa.
Wetang’ula also outlined the guidelines for the approval process, including the quorum requirements for the joint sittings and the provision that each House will vote separately if consensus is not reached.
“While the Central Bank Act does not prescribe a timeline, the Public Appointments (Parliamentary Approval) Act gives Parliament 28 days to conclude the process. However, since the House will be on recess for part of that time, I urge the Committees to fast-track the process,” the speaker said.
“The joint committee should expedite its work and submit a report by Tuesday, 12th August 2025, ahead of the long parliamentary recess starting 15th August.”
The CBK board comprises eleven members, consisting of the Chairman, the Governor, the Permanent Secretary to the National Treasury, and eight non-executive directors appointed by the President.
The Board provides oversight of the Bank’s functions by formulating policies, other than the formulation of monetary policy, and reviewing performance.
Additionally, the Board holds regular meetings at which it receives briefings on the Bank’s activities, decisions, implementation of policies, and the performance of the financial sector and the economy.

Pius Angasa Career and Education
Angasa brings to the board more than two decades of experience in the telecommunications sector, most notably in leadership roles at Nokia and Alcatel-Lucent, where he has served in various senior sales, operations, and regional management positions across Africa and Europe.
Currently, he is the Business Head of Mobile Networks for Central, East, and West Africa at Nokia, overseeing mobile network business operations in 29 countries. Prior to this, he held the position of Account Director at Nokia, managing sales across Airtel Kenya, Congo Brazzaville, and Madagascar, and also served as the Country Director for Madagascar.
Angasa’s other notable roles include:
- General Manager, Nokia Kenya (2022–Present)
- Key Account Manager, Alcatel-Lucent East Africa (2009–2011), handling major accounts like Safaricom/Vodafone
- Expatriate KAM, Alcatel-Lucent France (2007–2008), based in Paris, managing risk analysis and pricing strategy for telecom projects
- Regional Sales Manager, Horn of Africa (2004–2006), overseeing operations in Ethiopia, Eritrea, and Djibouti
- Operations Manager, Alcatel-Lucent East Africa (2002–2003), leading a team of engineers in project rollouts
Earlier in his career, Angasa worked with Telkom Kenya and served as a Project Assistant for GSM networks in Kenya and Uganda.
He holds an engineering degree from Moi University and an MBA from the University of Nairobi, and his areas of expertise include sales management, customer experience, and business development.
