The Head of Public Service Felix Kosei has fired the acting Government Delivery Unit (GDU) boss and appointed a new acting head.
In a letter dated Wednesday September1 10, Koskei has appointed Sitati Olando as the head of the GDU, effective immediately. The acting tenure of Lee Kyonze in the same position has been revoked with immediate effect
Olando’s appointment was formally communicated through a letter signed by the Principal Administrative Secretary in the Executive Office of the President, Arthur Osiya, on behalf of the Chief of Staff and Head of Public Service, Felix Koskei.
In his new role, Sitati will report to the Deputy Chief of Staff in charge of Delivery and Government Efficiency at the Executive Office of the President, Eliud Owalo.
Ruto Appoints Sitati Olando Acting Government Delivery Unit Boss
While announcing Olando’s appointment, Ruto’s office stated that the process of recruiting a substantive Head of the Government Delivery Unit had been initiated in consultation with the Public Service Commission.
Government Delivery Unit is an integral multi-disciplinary function within the Executive Office that is mandated with coordination, fast-tracking, and reporting on the implementation of priority policies, programs, and projects as outlined in the Manifesto and Mid-Term Development Plans.
Prior to this appointment, Sitati served as Director of Delivery in the GDU where he has risen through the ranks from Project Management Expert to Senior Director.
Before joining government, he led as Executive Director of AIDSPAN, a global organization monitoring the Global Fund to Fight AIDS, Tuberculosis and Malaria, and later contributed his expertise to the Kenya Water Security & Climate Resilience Program, a World Bank–funded project in the Coast region.
As a Partner at Davella LLP, he has provided professional services in finance, taxation, and project management, while also serving as a Management Consultant with Initiative Consultants Ltd, where he supported clients across government, corporate, and international development sectors.
Earlier in his journey, Olando played a key role in the non-profit sector as Projects Coordinator at Edukans Foundation, an international NGO focused on education and vocational training across Africa.
He began his corporate career in finance with Tourism Promotion Services (Serena Hotels Group), where he advanced from a Finance Assistant to Head of Payables, working across Kenya, Uganda, and Rwanda.
His professional foundation was set during an industrial attachment with Mastermind Tobacco Kenya, where he first gained exposure to sales, marketing, and corporate culture.

Olando Professional Career
Dr. Olando holds a Ph.D. in Project Management, specializing in Project Financing, from the University of Nairobi, Kenya. He also earned a Master of Arts in Project Planning and Management from the same institution, demonstrating a strong foundation in strategic project execution.
He further advanced his management expertise with a Master of Business Administration in Management from the University of Nicosia, Cyprus, supported by a prestigious UNICAF Scholarship.
His academic journey began with a Bachelor of Commerce in Finance from the University of Nairobi, laying the groundwork for his extensive career in finance and project management.
The new acting GDU boss is a certified Project Management Professional (PMP) through the Project Management Institute (PMI), USA, having completed a rigorous PMP Training Boot Camp in May 2024.
In addition, he holds a Business Certification in Public Accountancy and Professional Ethics from Strathmore Business School, Nairobi.

Affiliations and Community Service
Olando has built an impressive record of professional affiliations and community engagement, reflecting his leadership and commitment to public service.
He has served as a Technical Advisor to several high-level government committees, including the Inter-Ministerial Technical Committee on the East Africa Regional Trade and Transport Facilitation Project (EARTFFP), which oversaw the unlocking of the Turkana Nadapal–Nakodok–Juba Corridor.
He also advised the Ministerial Taskforce on the Coordination of National Government Business across Ministries, Departments, and Agencies, as well as the Ministerial Transition Management Committee of the Ministry of Water and Irrigation.
Professionally, he is an active member of key institutions, including the Project Management Institute (PMI), the Institute of Certified Public Accountants of Kenya (ICPAK), and the Kenya Institute of Management (KIM).
Beyond his professional roles, Olando is deeply committed to community service. He is the Founder and Patron of the Youth Association (Kenya), an Executive Member of the Alliance High School Parents Association, and a proud member of both the University of Nairobi Alumni Association and the Strathmore Business School Alumni Association.
