The Ethics and Anti-Corruption Commission (EACC) has recovered Ksh 39,180,000 illegally paid to two officials of the National Treasury.
In a statement on June 6, 2025, the EACC identified the suspects as Robert Theuri Murage and Doris Nafula Simiyu, who benefited from unauthorized allowances.
“The Ethics and Anti-Corruption Commission (EACC) has recovered Kes39,180,000 fraudulently paid to two officials of the National Treasury, Mr. Robert Theuri Murage and Ms. Doris Nafula Simiyu, in the form of illegal and unauthorized allowances,” read part of the statement.
The ruling was delivered by Justice L.M. Njuguna on June 4, 2025.
EACC Recovers Millions From Two Officials
The court charged Robert Theuri Murage and Doris Nafula Simiyu with having illegally received public funds disguised as various allowances, including task force, extraneous, entertainment, facilitation, and other unspecified payments.
Further, the court ordered Robert Theuri Murage to repay Ksh 20,318,000, with Ksh 11,078,601 forfeited from his Equity Bank account and the remaining Ksh 9,239,398.17 to be settled in cash.
At the same time, Doris Nafula Simiyu was ordered to refund Ksh18,862,000, with Ksh8,953,988.74 forfeited from her National Bank account and the remaining Ksh9,908,011.26 to be paid in cash.

Court Ruling
The judgment followed investigations by EACC, which began in July 2022 after the Commission received reports of misappropriation of public funds through irregular payments within the National Treasury.
Additionally, investigations revealed that between January 2020 and June 2022, the two officials received multiple and overlapping allowances without proper approval from the Salaries and Remuneration Commission (SRC).
Some of the allowances were based on outdated or revoked government circulars, while others were entirely unauthorized or duplicated.
“The court reaffirmed that SRC advisories are binding under Article 230 of the Constitution and found that the two officials had knowingly engaged in a fraudulent scheme that resulted in their unjust enrichment at the expense of the public,” read part of the statement.

Fight Against Corruption
The Commission has been actively engaged in the fight against corruption and the recovery of public funds. It has been gathering intelligence from different sources, including members of the public, heads of government departments and agencies, officials in both the public and private sectors, as well as the media.
Further, the commission has urged the public to report suspected cases of corruption through the EACC headquarters Integrity Centre, regional offices, or any Huduma Centre across the country.
