Interior Cabinet Secretary Kipchumba Murkomen has announced a major reorganization within the National Government Administration aimed at improving service delivery and streamlining internal operations.
The changes, which take effect immediately, were announced in a statement released from Harambee House dated 25, 2025.
In the reshuffle, Jacob Narengo Namulen has been appointed as the Principal Administrative Secretary for Internal Security, taking a central role in coordinating national security matters.
Beverly K. Opwora has been named the Principal Administrative Secretary for National Administration, reinforcing the government’s push to enhance efficiency and oversight within the administrative hierarchy.
Murkomen Announces Major Changes at the Ministry of Interior
The post of Secretary for Internal Security will now be held by Thomas Saka, while Moses Kipkoech Lilan serve as Secretary for National Administration.
Additionally, Dickson Liyayi Magotsi has been appointed as Secretary for Policy and Liaison, a critical role in facilitating coordination between national government departments and agencies.
At the regional level, two new Regional Commissioners have been named:
- Gilbert Kitiyo will now head the Nairobi region
- Mr. Joshua Nkanatha has been assigned to oversee the Central region.

According to the statement, the realignments are part of ongoing efforts to “enhance service delivery within the National Government Administration cadres.”
The Ministry stressed that the reshuffle reflects the government’s commitment to ensuring responsive and effective leadership at both national and regional levels.
Additionally, Interior CS extended his congratulations to those appointed to new roles and wished them success as they assume their responsibilities.
“To enhance efficiency and improve service delivery within the Ministry of Interior and National Administration, we have made the following changes. Congratulations and godspeed as you embark on your new roles,” Murkomen stated.

Where they Previously Served
Jacob Narengo was serving as Busia County commissioner, while Beverly Opwoya was alternate to the Principal Secretary, of Internal Security and National Administration.
On his part, Thomas Saka served as Secretary Administrator at the Ministry of Interior and National Administration before his new appointment. Moses Lilan has worked as Homa Bay County Commissioner before his new appointment.
Previously, Dickson Liyayi Magotsi served as the Undersecretary and Head of Programs at the National Steering Committee on Peacebuilding and Conflict Management within Kenya’s Ministry of Interior and Coordination.
Additionally, Gilbert Kitiyo has served as Kericho County Commissioner while Joshua Nkanatha worked as the county commissioner Murang’a county.
