President William Ruto has made new state appointments as part of the latest government changes. These include the revocation of the appointment of former Chief of Defense Forces, General (Rtd.) Julius Waweru Karangi.
In a Gazette Notice dated October 24, 2025, President Ruto revoked General Karangi’s appointment as Chairperson of the National Council for Population and Development (NCPD) Board, effective immediately.
Ali Wario, former Member of Parliament for Bura, replaces Karangi as the Non-Executive Chairperson of the NCPD Board for three years, starting October 24, 2025.
“By the powers given by section 5(2)(a) of the National Council for Population and Development Order and section 51(1) of the Interpretation and General Provisions Act, I, William Samoei Ruto, President of Kenya and Commander-in-Chief of the Defense Forces, appoint Ali Wario as Non-Executive Chairperson of the National Council for Population and Development Board. This is for a term of three years, effective October 24, 2025.
The appointment of Gen. (Rtd.) Julius Waweru Karangi is revoked,” read part of the notice.
President Ruto also appointed Joseph Kirui Limo as the Non-Executive Chairperson for a term of three years, replacing Dr. Jane Mwikali Makau.
The Head of State, in turn, appointed Dr. Jane Mwikali as the Non-Executive Chairperson of the Board of the National Water Harvesting and Storage Authority for a period of three (3) years, effective October 24, 2025.

Innocent Muganda was appointed as a Member of the same Board by the Cabinet Secretary for Water, Sanitation, and Irrigation, Eric Murithi, for a period of three years.
Attorney General Dorcas Oduor also appointed Ernest Kamau as a Member of the Board of Directors of the Business Registration Service Board for a period of three (3) years.
In addition, ICT CS William Kabogo appointed Stephen Ngari Njuki as a Member of the Board of the Communications Authority of Kenya for a period of three (3) years.
About Kenya’s Former CDF
Julius Karangi is a retired Kenyan military general. He served as the Chief of the Kenya Defense Forces (CDF) from 2011 to 2015.
He has held several high-ranking positions during his long military and post-retirement career.
Karangi joined the Kenya Air Force in 1973, was commissioned in 1974, and qualified as a flight navigator in 1975.
Over his 42-year career, he held positions such as Commander of Moi Air Base (1995), Commandant of the Defense Staff College (2000–2003), Commander of the Kenya Air Force (2003–2005), and Vice Chief of Defense Forces (2005–2011).

As CDF from 2011, he oversaw Operation Linda Nchi, Kenya’s military intervention in Somalia, and retired in 2015.
Since retiring, Karangi has served in various capacities. He was appointed Chancellor of Dedan Kimathi University of Technology in November 2023 and previously chaired the National Council for Population and Development board from 2022.
His past roles include Chairman of the Kenya Airports Authority and the National Social Security Fund Board of Trustees. He is also the Chairman of the Board of KCB South Sudan and a member of the Board of Directors of the National Bank of Kenya.
Karangi has received Kenyan national honors, including the Elder of the Order of the Golden Heart, the Chief of the Order of the Burning Spear, and the Distinguished Conduct Order.
