Engineer Silas Murira Kinoti is the current Director-General of the Kenya Urban Roads Authority (KURA).
Kinoti first took charge as acting Director-General in September 2015 and was later confirmed as the substantive Director-General in June 2020.
His continued leadership in the authority has made him one of the longest-serving heads of a Kenyan roads agency, with his career spanning more than two decades in civil engineering, municipal roads management and urban infrastructure.
Silas Kinoti’s Education and Career Background
Kinoti holds a Bachelor of Science degree in Civil Engineering from the University of Nairobi and a Master of Business Administration in Corporate Management at KCA University
He is a registered engineer with the Engineers Board of Kenya and a corporate member of the Institution of Engineers of Kenya.

His professional training has extended beyond conventional civil engineering. According to KURA, Kinoti has undertaken training in corporate governance and organizational development, strategic negotiation, road management and financing, urban mobility, non-motorized transport systems, project development and management, and public-private partnership contract management.
Before joining KURA, Kinoti worked in municipal engineering, serving as Municipal Engineer and Municipal Roads Engineer for the former Municipal Councils of Meru and Mombasa. He subsequently joined KURA in 2009 as a Roads Manager.
He was later promoted to General Manager for Planning and Environment. By April 2010, he was serving in that senior management position, giving him responsibility in an area closely connected to the authority’s planning and urban-road development mandate.
How Kinoti Rose to Become KURA Director-General
Kinoti’s major career turning point came in September 2015 when he was appointed acting Director-General of KURA. He took over from Eng. Peter Mundinia, who had moved to the Kenya National Highways Authority (KeNHA) as the Director-General.
Kinoti remained acting DG for five years before KURA began the recruitment process for a substantive head.
In April 2020, KURA advertised the Director-General position, and Kinoti was selected as the DG.
His appointment as substantive Director-General took effect on June 18, 2020. At the time, then Transport Cabinet Secretary James Macharia said Kinoti had more than 20 years of public-sector experience and had overseen the implementation of major road projects across Kenya.
Kinoti’s Role and KURA Road Projects
As Director-General, Kinoti oversees an authority whose mandate includes developing, rehabilitating, maintaining and managing urban roads in Kenya.
KURA’s 2023–2027 Strategic Plan targets expansion of the paved urban road network by 920 kilometers and development of 1,840 kilometers of non-motorized transport facilities during the plan period.
Kinoti has also promoted the use of technology in road management. In a discussion with the Institution of Engineers of Kenya, he highlighted Intelligent Transport Systems (ITS) and their potential to improve road sustainability, including the use of technology for automated fine generation.
Under his leadership, KURA has continued implementing road improvement and maintenance programmes in different parts of the country.

In 2026, a petition was filed challenging his continued occupation of the DG position, with the petitioner arguing that the office is subject to term limits and asking the court to compel the production of appointment and renewal records.
