Women’s empowerment in Ghana is making progress through different programs, including educational initiatives, legal reforms, and economic transformation. Ghana has implemented strategic initiatives in promoting legal frameworks and policies to protect women’s rights and allow gender equality.
In 2025, Ghana has particularly focused on improving girls’ education with attention to overcoming barriers like cultural constraints, poverty, and gender-based violence.
The United Nations, along with other organizations, is actively engaged in promoting programs to ensure girls’ access to quality primary and secondary education.
This effort seeks to address the major causes of dropout rates and augment gender equality within the education system.
According to a 2024 report by the UN, Ghana’s free high school policy is getting more girls to complete secondary education.
In 2017, Ghana initiated a Free Public Senior High School (FreeSHS) policy with the objective of eradicating cost barriers for secondary education, including textbooks, fees, boarding, and meals.

A report by UNICEF in 2025 states that Ghana has launched innovative academic programs to further educate the society about women’s empowerment through education, children, and social protection.
Furthermore, launched successful initiatives for empowering Girls’ Education in Ghana. These initiatives aim to “prioritize teacher training, equipping educators with enhanced subject content knowledge and teaching methodologies that are responsive to the specific needs of girls in Science, Technology, Engineering, and Mathematics (STEM) programs” in Ghana.
Ghana empowers women
Ghana’s 1992 Constitution does not allow discrimination based on sex. Recent laws have a particular focus on eliminating domestic violence and human trafficking, and educating the youth to achieve higher education for practical contributions to the sustainable development of society.
These laws need to be further strengthened to enhance women’s empowerment through education. Women’s representation in decision-making bodies, including parliament and ministerial posts, should also be safeguarded for the women’s empowerment.
In Ghana, the Ministry of Women and Children’s Affairs has successful policies and initiatives to promote gender mainstreaming and women’s empowerment.
Ghana’s education system faces various challenges, like overcrowded classrooms, inadequate infrastructure, and a lack of resources. These issues need to be addressed, particularly in rural areas.
Quality of education needs to be further enhanced, particularly at the primary and secondary school levels, through review of school curriculum, easy access to technology, and the promotion of teacher training programs with innovative teaching strategies.
Low enrollment rates lead to a greater risk of child marriage, teen pregnancy, and gender-based violence.
It’s true that Ghana has made a lot of reforms in its education system with a number of legislative and community-led initiatives. However, students still face various challenges, including access to quality education.

Generally, Sub-Saharan Africa is facing lower enrollment rates. Consequently, severe challenges are rising, including teen pregnancy, childhood marriage, HIV/AIDS infection rates, and poverty.

The Way Forward:
In Ghana, empowering women through education requires addressing systemic barriers through targeted strategies. Guiding and counselling of students, particularly girls, needs to be strengthened.
Additionally, financial barriers should be addressed to ensure girls have easy access to complete their higher education successfully. Safe and accessible transportation should also be prioritized in rural areas.
