Homa Bay County Governor Gladys Wanga has dismissed claims that the absence of Nairobi Senator Edwin Sifuna’s signature on party cheques signals a funding crisis within the Orange Democratic Movement (ODM).
Speaking during an interview on JKL on March 25, Wanga explained that while Sifuna is listed among the party’s account signatories, he is not a mandatory signatory.
She noted that the only compulsory signatory is the party’s National Treasurer, a position held by Timothy Bosire.
According to Wanga, once the treasurer signs a cheque, any of the other seven authorized signatories can co-sign to facilitate party transactions.
“Sifuna is a signatory but not a mandatory signatory. The only person who is a mandatory signatory to the ODM account is the treasurer,” Wanga said.
Wanga noted that the lack of Sifuna’s signature does not imply that the party has been unable to finance its activities, terming such claims as misleading.
ODM Financial Status
Wanga further defended the party’s financial capacity, noting that ODM benefits from public political party funding to which it is entitled as one of Kenya’s largest parties.
She added that ODM has consistently organized its National Delegates Conferences and other activities over the past two decades without financial disruption.
The clarification comes amid the party’s upcoming NDC, with Wanga maintaining that the party’s funding sources remain legitimate and sufficient to support its operations.

The Special Delegates Convention shall be held on Friday, March 27, 2026, in Jamhuri Park, Nairobi, commencing at 9:00 a.m.
One of the agenda points is the ratification of the National Governing Council resolution on party leadership, following the recent ouster of Edwin Sifuna.
Wanga told the Nairobi Senator that he is a legitimate delegate and should participate in the meeting rather than stage any parallel meeting.

Sifuna has questioned how the party is funding its activities, noting that he has not signed any cheques despite being a signatory.
On February 3, Sifuna revealed that the ongoing consultative forums dubbed Linda Ground are not funded from the party’s account.
He later confirmed that he had not signed off on any funds for such functions.
He went ahead to state that the last funds released from the party’s accounts were used during the ODM 20th-anniversary celebrations at the coast.
“I can state authoritatively here that the money and the resources you see being spent in those ODM rallies, the so-called Linda Ground forums, are not coming from ODM headquarters,” Sifuna stated.
