Republicans Reject Trump’s Appointment of 38-Year-Old Bill Pulte as Acting DNI

President Donald Trump appointed Bill Pulte, 38, director of the Federal Housing Finance Agency, as acting director of national intelligence on Tuesday, prompting immediate opposition from multiple Republican senators and former administration officials who cited Pulte’s lack of national security experience.

Replacement of Outgoing DNI

Pulte will replace Tulsi Gabbard, who stepped down to support her husband during treatment for a rare form of bone cancer.

As acting director, Pulte can serve up to 210 days without Senate confirmation, remaining in the position until January 2027 unless a permanent appointment is approved by the Senate.

Bill Pulte currently leads the Federal Housing Finance Agency and serves as chairman of Fannie Mae and Freddie Mac. Before joining government service, he worked at his family’s homebuilding company, Pulte Group, and later launched a private equity firm. He has no documented background in intelligence, foreign policy, or national security.

GOP Concerns

Senate Majority Leader John Thune criticized the appointment, saying: “We don’t need a weaponized DNI; we need professionals there.”

He added that he had only just learned of the decision and would seek more information, noting that a permanent nomination would face a “lengthy road” in the Senate.

Senator John Cornyn of Texas, a member of the Senate Intelligence Committee, said: “I don’t see any evidence of qualifications for that job, but I am willing to listen.”

Senator Thom Tillis of North Carolina added: “I didn’t know he had any national security experience.”

A former Trump administration official told Politico that the president has many experienced advisers but instead listens to Pulte, who “continually f***s things up.” The comment reflects growing frustration among some Republicans over the influence Pulte has gained inside the administration.

Close Relationship with Trump

Pulte has maintained a close personal relationship with President Donald Trump, frequently traveling on Air Force One and visiting Trump properties.

He reportedly communicated with Trump shortly before controversial presidential social media posts and policy proposals, including a widely criticized 50-year mortgage idea that was later withdrawn.

At the FHFA, Pulte has overseen investigations into alleged mortgage fraud involving political opponents of Trump.

Americans argue these actions demonstrate a politically charged use of regulatory authority, while supporters describe them as enforcement of financial oversight standards.

Tension with Treasury Leadership

Reports have also surfaced of conflict between Pulte and Treasury Secretary Scott Bessent. In September, Bessent allegedly confronted Pulte at a Cabinet dinner, telling him he would “punch you in your f***ing face” after disputes over comments made to the president. Bessent has not publicly commented on the incident.

The Office of the Director of National Intelligence oversees 18 intelligence agencies and coordinates the U.S. intelligence community. The position requires access to highly classified information and close coordination with foreign intelligence partners.

The White House defended Pulte’s appointment, pointing to his experience managing large financial institutions and overseeing trillions of dollars in assets. Officials argued that his regulatory and operational leadership experience qualifies him to manage complex national systems.

Pulte’s selection continues a broader pattern in the Trump administration of appointing non-traditional figures to senior national security roles. While some past appointees faced criticism, many served in acting capacities or were later confirmed by the Senate.

Senate Confirmation

A permanent DNI appointment would require a simple majority in the Senate. While Republicans hold the majority, internal opposition could complicate or delay confirmation, particularly if Intelligence Committee members continue to raise concerns about qualifications.

As of Wednesday, Pulte has not issued a public statement on his new role. The intelligence community is awaiting formal transition guidance from outgoing leadership as the administration prepares for the next phase of the appointment.
