Ukrainian President Volodymyr Zelenskyy has received a significant diplomatic boost after Canadian Prime Minister Mark Carney announced a $2.5 billion support package for Ukraine.
In a press release dated December 27, 2025, Prime Minister Mark Carney announced that Zelenskyy visited Halifax on Saturday for the second time in 2025, and they held a bilateral meeting to discuss the latest developments in the ongoing peace talks.
The new funding comes at a critical moment in the war, as Russia attacked Kyiv, paralyzing essential services inthe capital.
Earlier on Saturday, Zelenskyy also requested global air defense and emphasized that he will continue his diplomatic efforts to end the war.
Canada’s $2.5 Billion Boost and Long-Term Financial Support
Since the start of the war between Russia and Ukraine, Canada has provided nearly $22 billion in support, including over $12 billion in direct financial support, making it among the most significant contributors to Ukraine’s recovery and reconstruction.
Canada announced an additional $2.5 billion commitment for Ukraine, including:
- Financing that will enable the International Monetary Fund to lend Ukraine an additional $8.4 billion as part of an extended financing program.
- Canada’s participation in extended and expanded debt service suspension for Ukraine, for up to $1.5 billion in 2025-26.
- A loan guarantee of up to $1.3 billion in 2026 to the World Bank’s International Bank for Reconstruction and Development to support Ukraine’s reconstruction; and
- A loan guarantee of up to $322 million in 2026 to the European Bank for Reconstruction and Development to support Ukraine’s gas imports and reinforce its energy security.

Carney has assured Ukrainians that Canada will stand with them in the war and offer support where necessary.
“When I stood with President Zelenskyy in Kyiv on Ukraine’s Independence Day this year, I made clear that Canada will stand with Ukraine throughout this horrific war and when peace finally comes. To those ends, Canada has committed new support to Ukraine, not only to help end this war, but also to help the Ukrainian people recover and rebuild. Canada stands with Ukraine, because their cause – freedom, democracy, sovereignty – is our cause,” said Mark Carney.
Zelenskyy and Trump to Meet in Florida for Diplomatic Talks
President Zelenskyy and US President Donald Trump are scheduled to meet in Florida on Sunday.
The talks are expected to focus on possible ways of ending the war, the future of US support for Ukraine, and broader security guarantees for Kyiv.
Earlier on, US delegations, including Zelenskyy, US President Donald Trump’s son-in-law Jared Kushner, Steve Witkoff, and the Ukrainian delegation, met in Berlin on Sunday to discuss the peace plan and economic issues.

Russia Strikes Hit Kyiv Ahead of Talks
According to Ukrainian authorities, Russian forces launched a wave of drone and missile attacks on Kyiv, killing at least two people, and at least 32 others were wounded in Kyiv, including two children, leaving nearly one-third of the city without heat.
The strikes damaged residential buildings and critical energy infrastructure, exacerbating humanitarian challenges as winter conditions persist.
President Volodymyr Zelenskyy said that during the attack, some 500 drones and 40 missiles targeted energy facilities and civilian infrastructure.
Ukrainian officials said the latest attack is aimed at undermining diplomatic efforts and applying pressure on Ukraine during sensitive negotiations.
