On February 18, Judith Otsyula Kerich made history by becoming the first woman to serve as Director General of the Kenya Roads Board.
Otsyula is a transport sector professional with over 20 years of senior leadership experience in infrastructure development, strategic programme management, and institutional governance.
She is expected to steward the Kenya Roads Board mandate, institutional performance, and advance sustainable road financing and development.
Kerich will serve as an advisor to the Cabinet Secretary on matters affecting the road sector, such as funding needs, policy changes, and development priorities.
Otsyula will be representing the Board locally and internationally in discussions on road financing and infrastructure.
Judith Otsyula Career Background
A notable achievement in her career was her re-appointment to the KDC Board on May 20, 2024.
She has over 25 years of experience in the Public and Private Sectors.
Judith has served as the Deputy Project Coordinator for Strategy and Policy Guidance at the World Bank in Kenya.
At Word Bank, she provided strategic guidance and high-level insights to senior leadership.
Previously, she has served as Director of Corporate Service with the National Transport & Safety Authority, Manager Human Resources Services, Kenya Airport Authority, and Human Resources Officer at Jomo Kenyatta International Airport.
She also serves on executive and oversight committees and senior leadership teams, working with the government, private companies, NGOs, and communities on complex projects.

Educational Background
Kerich holds a master’s degree in public policy and management from Strathmore Business School.
She also earned a Master of Business Administration in Strategic Management from the same institution.
Judith completed his Bachelor of Commerce degree at the Catholic University of Eastern Africa (CUEA).

Family
In March 2024, Judith lost her father, David Kerich. Interior Cabinet Secretary Kipchumba Murkomen mourned David Kerich as a key pillar not only of his family but also of the Ol’lessos community in Nandi County.
He added that his daughter, Judith Kerich, worked alongside him at the Transport Ministry.
David had instilled a high value on education and donated land on which Ol’lessos Technical Training Institute stands today.
In November 2024, Judith married Court of Appeal Judge Justice Agrey Muchelule in a colourful traditional wedding.
The ceremony took place in Kesses, Uasin Gishu County.
The event was attended by key public figures, including the Speaker of the National Assembly, Moses Wetang’ula, and the Head of Public Service, Felix Koskei.
