The United Kingdom (UK) has identified a legal pathway that would allow authorities to board, detain, and potentially confiscate vessels suspected of breaching sanctions, even when those ships are operating under foreign flags or unclear ownership structures.
Officials say the move is designed to close gaps that have allowed Russia’s dark fleet oil tankers to operate across key shipping routes, including waters near the UK and major European ports.
Several countries, including Russia, Iran, and Venezuela, have been accused of operating ships without a valid national flag in order to evade oil sanctions.
Flagging of ships is the process used to register a vessel to a specific country and allows the flagged ships to travel to international waters.

UK to Use the Military in Seizing Dark Fleet Oil Tankers.
UK Defense Secretary John Healey, speaking in Kyiv, said that the UK is working with allies on legal military options to clamp down on Putin’s shadow fleet of bad ships.
“We can, and we will need to clamp down with other nations. So first, I’m looking at further military options that could help clamp down on the activities and then the movements of the shadow fleet. You’ve seen what the Finns have done in the last week. You’ve seen what we’ve supported the Americans to do in the last few days. There are military options for taking action that are legal and most effective in taking out ships, bad ships,” said UK Defense Secretary John Healey.
Earlier on Sunday, UK Transport Secretary Heidi Alexander said the number of insurance checks was being increased, and that more than 600 ships had been stopped while sailing towards the European northwest coast.
The UK government has already imposed sanctions on more than 500 alleged shadow vessels, which they believe are helping to fund hostile activity, including Russia in the Ukraine.

Understanding the ‘Dark Fleet’ and Why It Matters
The dark fleet, or shadow fleet, refers to a network of tankers and cargo ships that use deceptive tactics to conceal their identities, cargo, and destinations to avoid sanctions imposed on Russia after it invaded Ukraine in 2022.
The dark fleet vessels often:
- Turn off automatic tracking systems and switch flags frequently.
- Operate under shell companies or obscure registries to hide ownership.
- Facilitate ship-to-ship transfers at sea, concealing the origin and destination of oil shipments.
The shadow fleet has become vital for Russia’s ability to keep oil flowing to global markets despite Western price caps and sanctions, enabling Moscow to earn billions of dollars and fund its military operations.
