The Salaries and Remuneration Commission (SRC), pursuant to Article 230(4)(a) of the Constitution of Kenya, has reviewed and set the salaries, benefits, and allowances for Speakers of the Senate, National Assembly, and County Assemblies.
The review, covering the financial years 2023/2024 to 2024/2025, outlines the monthly remuneration, medical coverage, retirement benefits, official transport, car loans, mortgages, official residences, and security provisions for Speakers and other key officials.
In setting these remuneration and benefits, SRC considers the principles outlined in Article 230(5) of the Constitution and Section 12 of the SRC Act, 2011.
Salaries, Allowances, and Hefty Benefits Speakers Wetang’ula and Kingi Enjoy
Speakers of the National Assembly and Senate earn a basic salary of Ksh 725,017, a house allowance of Ksh 250,000, and an official commuter allowance.
They also have a salary market adjustment of Ksh 233,345, bringing their gross monthly pay to Ksh 1,208,362.
Official Transport and Medical Cover
Speakers of both houses are provided with official transport in line with government policy.
They are also entitled to comprehensive annual medical cover that extends to one spouse and up to five fully dependent children below the age of 25.
The package includes inpatient treatment of up to Ksh 10 million, outpatient services capped at Ksh 300,000, maternity cover of Ksh 150,000, and both dental and optical benefits of up to Ksh 100,000 each.
At the same time, the Speakers are entitled to group life insurance valued at three times their annual pensionable emoluments.
Additionally, they are covered under a group personal accident scheme of the same amount, with other benefits provided as stipulated under the accident coverage.

Car Loan and Mortgage
Speakers are eligible for a car loan of up to Ksh 10 million and a mortgage facility of up to Ksh 40 million, both charged at an interest rate of 3% per annum.
The loans must be repaid within the officer’s contract term and are administered by the Parliamentary Service Commission, subject to the availability of funds.
They also receive daily subsistence allowances for local and foreign travel, as set by the SRC. Additionally, Speakers enjoy an airtime allowance of up to KSh 25,000 per month.

Official Residence and Security
Speakers of the Senate and National Assembly are provided with an official residence, complete with home utilities and attendants, fully funded by the State.
The residence is a government-owned house, and the benefit cannot be converted into a cash payment.
Security is also accorded as advised by the Inspector-General of Police and is not commutable to cash.
Additionally, the Speakers receive an airtime allowance of up to Ksh 25,000 per month.
County Assembly Speaker’s Salary and Allowances
Meanwhile, the Speaker of a County Assembly takes home a basic salary of Ksh 329,570 and a house allowance of Ksh 80,000. With a salary market adjustment of Ksh 139,713 and an official commuter allowance, the Speaker’s gross monthly pay rises to Ksh 549,283.
Additionally, the Speaker is entitled to an official car with an engine capacity not exceeding 2,000cc.
For medical cover, the package includes inpatient benefits of up to Ksh 3 million, outpatient care capped at Ksh 200,000, maternity cover of Ksh 100,000, and both dental and optical benefits of Ksh 50,000 each.
On retirement, the Speaker may opt for a service gratuity equivalent to 31 per cent of annual pensionable emoluments for the term served, or join a pension scheme set by SRC—but not both.
The Speaker also enjoys a car loan of up to Ksh 4 million and a mortgage facility of up to Ksh 20 million, both of which are recoverable within the contract term and are managed by the County Assembly Service Board.
Other allowances include subsistence payments for local and international travel, as well as an airtime allowance of up to Ksh 10,000 per month.
The Speaker is further provided with an official residence, complete with utilities and attendants, as well as security as determined by the Inspector-General of Police. Neither of these benefits can be converted into cash.
