A foreigner who is a Dutch national, Elwin Horst, whose video went viral showing him spitting on and verbally assaulting a police officer, has explained his actions.
While speaking outside the Diani Police Station, the Dutch national said he suffers from a condition known as psychosis and had not taken his medication, which led to his reaction towards the police officer.
He apologized for his actions and called on Kenyans to help him.
“I apologize. I was struggling with psychosis, and I need my medicine. I call on the people of Kenya to help me,” said Horst.
The foreign national is expected to be arraigned in the Kwale Law Courts on charges of assault and illegal stay.
Earlier, a video widely circulated on social media showed the foreign national of Caucasian origin verbally assaulting and spitting on a Kenyan police officer inside a police cell, sparking public uproar.
The video, which dominated social media conversation for most of Tuesday, October 28, 2025, evening, shows the foreign national in the presence of two police officers, one male and one female.
In the footage, the foreign national can be seen shouting at the male officer, ordering him to leave the cell.
“Get out of my office. I am telling you to get out of my office,” he said.

Alongside shouting, the individual insults the officer before spitting mucus on him. Afterward, he turns toward the person filming and continues verbally abusing them.
Despite the verbal assault, the police officer remained calm and did not retaliate, demonstrating notable restraint even as insults continued.
The video has sparked widespread discussion online, with many Kenyans expressing outrage over the incident.

Political activist and presidential hopeful Boniface Mwangi condemned the act, saying the foreign national’s actions towards the police officer were very disrespectful.
“Kenyan police have a reputation for being problematic, corrupt, and violent, but this level of disrespect toward a police officer is unacceptable. The foreigner in this video deserves to be prosecuted, jailed, and then deported. I can guarantee that if it had been a Kenyan who dared to do this to an officer, they would have been beaten to death.”
Kenyans React to the Foreign National’s Actions
Geoffrey Mosiria, the Chief Officer in charge of Environment in Nairobi County, described the foreign national’s behavior as “disgusting.”
“This is absolutely disgusting! It’s heartbreaking to see such humiliation directed at our officers who work tirelessly to maintain law and order. I truly feel for this officer the pain, the restraint, and the humiliation he had to endure. The prisoner, full of arrogance, perhaps because of his connections or wealth, dared to throw mucus at our officers. How shameful.”

Mosiria also stressed that no one, regardless of status or background, is above the law and called for swift action against the foreign national.
Several Kenyans voiced their frustration on social media. One user, Martin, said:
“If we truly have a functioning system, this person should have been deported by tonight. We might have issues with our police, yes, but this is unacceptable.”
Another, Adam Murithi, added:
“This is wrong on all levels. We cannot condone such racist behavior toward police officers or any Kenyan, for that matter.”
The National Police Service was yet to respond to the video by the time of publishing this article.
