Deputy President Kithure Kindiki has revealed that any Kenyan earning below KSh 30,000 will not pay tax if a planned amendment is approved in the upcoming budget-making process.
Speaking at the United Democratic Alliance (UDA) aspirants’ meeting at State House, Nairobi, Kindiki emphasised that the government plans to pass the law to ensure tax relief for low-income earners.
The announcement is expected to benefit millions of Kenyans, providing financial relief and increasing disposable income for households across the country.
“This February, we are passing the law, any Kenyan earning below 30,000 will not pay tax,” said Kindiki.
Ruto Announces Tax Exemption and Reductions to Ease Cost of Living
President William Ruto confirming on the tax exemption, announced that the government will exempt Kenyans earning below thirty thousand shillings from paying income tax, a move aimed at increasing disposable income and reduce the cost of living.
He confirmed that the tax changes will be presented to Parliament for approval, with the expectation that they will be implemented soon to provide financial relief for Kenyans across the country.
“We have also begun the process of reducing taxation. When the measures are implemented, the benefits will reach people directly. Every Kenyan earning low wages of less than Ksh 30,000 will be exempted from paying income tax,” Ruto said.
He also revealed that individuals earning up to fifty thousand shillings will have their taxes reduced from thirty percent to twenty-five percent, providing relief to middle-income earners.

“We are taking the necessary steps in Parliament to formalize these changes. Any Kenyan earning slightly higher, that is upto Ksh 50,000, will see their tax rates reduced from 30% to 25%,” he noted.
The President emphasized that the government has “steadied the economy” to make these tax reductions possible. He further stated that the benefits will be delivered directly to citizens, ensuring that households at the bottom of the economic pyramid see immediate support.
Ruto insisted that these measures align with the administration’s Bottom-Up Economic Transformation Agenda, which aims to empower lower-income earners and strengthen the foundations of the economy.

Ruto reported that close to two million practical and demonstrable jobs have been created across the country.

“People who were not working in 2022, today they are working, and we are progressing,” he said, insisting on the impact of the administration’s programs.
The President noted that employment in the affordable housing sector is set to grow from the current workforce to a much larger number soon.
Similarly, the digital jobs platform, which initially employed a small number of young people, is expected to expand significantly in the coming months.
Ruto also addressed opportunities for young Kenyans seeking work abroad, saying that the government has created a “green channel” for them to work overseas safely, without risk of abuse or fraud.
He emphasised the importance of providing young people with meaningful opportunities to gain employment and develop their skills.
