Kisumu Governor, Professor Anyang’ Nyong’o, has said that President William Ruto is unable to manage the country.
According to the governor, his remarks stem from the ongoing stalemate between county governments and the national government over the management of road funds.
“This is in reference to the ongoing spat between county governments and the national government over the management of road funds,” read the statement.
Nyong’o argues that the national government’s move to take control of road maintenance funds is akin to President Ruto reverting to the Moi era, where road funds were centralized and leaders had to plead with the President to allocate funds for road construction in their regions. Those who did not align politically with the President were marginalized.
“The truth is that the Ruto regime has decided to go back to the pre-devolution times of the Nyayo era,” read part of the statement.

Furthermore, Nyongo’ stated that this action would impact not only Devolution but also the fundamental principles of establishing a national democratic and developmental state.
Moreover, the Kisumu Governor urged the Council of Governors and all progressive forces in the country to acknowledge this situation and to resist it by any means necessary.

Nyong’o further emphasized that the achievements of the Second Liberation must not be undermined by President William Ruto’s administration.
Kisumu’s Governor’s remarks comes days after President Ruto called on Members of Parliament (MPs) and governors to allow the national government to manage the Roads Maintenance Levy Fund (RMLF).

While speaking during an Easter Sunday church service at Ntulele in Narok County on April 20, the President stated that having the National Government manage road maintenance funds would lead to more efficient oversight.

This, in turn, would result in improved infrastructure and better connectivity throughout the country.
“I would like to ask these honorable members here—I am aware there is an ongoing tussle between county governments and Parliament, especially on the road maintenance funds.
And if you leave the funds to me, I will be able to organize plans to fund all these road projects. Because with that money, you take it and build a small murram road from here to there, and after one day of rain, it’s all washed away,” Ruto said.
