Moi University VC Sent on 8-Months Leave

Moi University Vice Chancellor (VC) Professor Isaac Kosgey has been sent on an eight-months leave.

The new University Council Chair Professor Noah Midamba announced on Saturday, February 1, that Kosgey will go on an annual leave after a council meeting on January 30.

Prof Kiplagat Kotut was appointed as acting VC while the chief finance officer and legal officer were suspended.

The Council chair noted that Kosgey had accumulated substantial number of leave days equivalent to eight months.

“The Vice-Chancellor Prof. Isaac Kosgey began his 8-months annual leave on Thursday, January 30, 2025,” Midamba said.

He mentioned that the University is undergoing financial constraints and continuous accumulation of staff leave days exposes the institution to audit queries.

At the same time, DVC Academic Research and Extension and Student Affairs Prof. Isaac Kimengi was sent on a one-year sabbatical leave.

“Secondly, the Deputy Vice Chancellor Academic Research and Extension and Student Affairs Prof. Isaac Kimengi has proceeded on a one-year sabbatical leave.”

“The Deputy Vice-Chancellor, Administration Planning, and Strategy Prof Eng. Henry Kiriamiti has proceeded on a one-year sabbatical leave. “

Professor Khaemba Ongeti was appointed to act on interim basis as DVC Academic Research.

Here is the full statement:

Pursuant to Section 28 of the Employment Act (2007), the Public Service Human Resource and Procedure Manual 2016 and Clause 10 of your employment contract provides for 45 working leave days per annum.

However, it has come to the notice of the University Council that you have accumulated substantial number of leave days equivalent to eight months.

Reference is also made to Clause 6 [-of the Head of Public Service letter dated 27th September 2024, Ref. No. OP/CAB.2/1 where commutation of unspent leave days to cash was disallowed.

As you are aware the University is undergoing financial constraints and continuous accumulation of staff leave days exposes the institution to audit queries. The above notwithstanding, leave is necessary for rest and rejuvenation for an employee’s health and performance.

Based on the above, the University Council has unanimously resolved in its meeting held today on 30th January 2025 that you proceed on 8 months leave and utilize all your accumulated leave days with effect from the date of this letter.

The decision comes after a gazette notice dated Friday, January 17, 2025, in which Education Cabinet Secretary Julius Ogamba appointed Noah Midamba as the new Chairperson of the Moi University Council for a period of three (3) years.

Additionally, the Education CS appointed new members to the Moi University Council, revoking the appointments of previous members.

“The appointments of Dr. Humphrey Kimani Njuguna, Prof. Clara Samiji Momanyi, Christopher Khaemba, Eusilah Jepkosgei Ngeny, and Susan Amlango Aletia have since been revoked,” Ogamba stated.

Dr. Mercy Nyambura Kanyara, Prof. Ronald Wasike, Anne Weceke Makori, and Dr. Edward Sambili were appointed to the Moi University Council following the revocations.
