President William Ruto has appointed Acting Ministry of Health Director General Dr. Patrick Amoth and Roots Party Leader George Wajackoyah’s 2022 presidential election running mate Justina Wamae for new government roles.
Ruto appointed the two in a gazette notice dated July 4 as members of a newly established Taskforce to address human resources in the health sector, that will be chaired by Prof. Khama Rogo with Judith Guserwa as his Vice Chairperson.
The 18-member taskforce also includes other familiar names such as Kenya Medical Practitioners, Pharmacists and Dentists Union (KMPDU) Deputy Secretary General Dr. Dennis Miskellah.
“NOW therefore, I William Samoei Rut0, President of the Republic of Kenya and Commander in Chief of the Defense Forces, in exercise of the powers conferred upon me by the Constitution and the Statute Laws of the Republic of Kenya, do hereby order and direct THAT a Presidential Taskforce on Addressing Human Resources for Health is hereby established,” read part of the notice.
According to Ruto, the taskforce which shall be domiciled at the Ministry of Health will serve for a period of six months.
Ruto Forms New Presidential Taskforce
Other members appointed to the taskforce are Dr. John Masasabi, Dr. Toseef Din, Dr. Wilson Aruasa, Doreen Rhoda Kanyua, Prof. Francis Wafula, Dr. Habiba Mohamed, Lucy Mburu, and Collins Kiprono.

Victor Miseda, Christine Okoth, Carolyne Mage, Jacinta Rwamba, Dr. Kanyenje Gakombe, Dr. Moses Alutalala Mukhwana, and Benard Ondeng Otieno Choi are also members of the taskforce.
President Ruto in the notice also named Morris Kaburu and Dr. Edna Tallam-Kimaiyo as the two joint secretaries to the taskforce.
Dr. Hezron Omollo, and Vivienne M. Eyase were further named to the Secretariat.
The taskforce shall be tasked with identifying the legal, policy, administrative and operational constraints impeding performance of the health sector in Kenya with regards to human resources for health, among other roles.
Their term of reference also includes advising on the framework of employment of 20,000 healthcare workers to bridge the gap according to World Health Organization (WHO) recommendations of 23 medical personnel per 10,000 people.

Dr. Amoth, Wamae and other members were further tasked with reviewing the performance of Human Resources for Health (HRH) in Kenya and recommending improvements.
Presidential Taskforce on Forensic Audit of Public Debt
President Ruto formed the new taskforce just a day after he appointed members of the Presidential Taskforce on Forensic Audit of Public Debt.
In a gazette notice on July 5, Ruto announced that the taskforce will serve for a period of three months or for such longer period as may be specified by notice in the gazette.
The taskforce shall be chaired by Nancy Onyango who will be deputized by Prof. Luis Franceschi as the Vice-Chairperson.
Other members of the taskforce include Institute of Engineers of Kenya (IEK) President Shammah Kiteme, Institute of Certified Public Accountants of Kenya (ICPAK) Chairperson Philip Kaikai, and Vincent Kimosop.
