President William Ruto has announced a major reorganization of the government, creating seven new State Departments through Executive Order No. 1 of 2025.
The order officially repeals the previous structure outlined in 2023.
Further, the move includes the winding up of the State Department for Performance and Delivery Management, with its remaining functions transferred to the Executive Office of the President.
The reorganization affects 23 ministries, and in total, the Executive Order lists over 50 State Departments, with expanded mandates aimed at improving service delivery and policy alignment across government.
According to the Executive Order, the newly established State Departments are:

The reorganization also includes Cabinet-level appointments and reshuffling of senior executive officers, including changes in command across national security agencies.

The notice also confirms that the Executive Office of the President, including all offices under it, remains as organized in the Order.
Also, ongoing reforms of State Corporations will continue unaffected.
At the same time, the National Treasury has been instructed to note all portfolio changes and align ministerial budgets for the FY 2025/26 accordingly.
Based on Executive Order No. 1 of 2025, the following ministerial portfolios have been updated with reassigned State Departments as part of the new government structure:
1. Office of the Prime Cabinet Secretary & Ministry of Foreign and Diaspora Affairs
The ministry now oversees five State Departments including;
State Department for National Government Coordination
State Department for Foreign Affairs
State Department for Diaspora Affairs
State Department for Parliamentary Affairs
State Department for Science, Research and Innovation
2. Ministry of Interior & National Administration
The ministry has retained and organized three key State Departments;
State Department for Internal Security & National Administration
State Department for Correctional Services
State Department for Immigration & Citizen Services
3. Ministry of Defence
Oversees M.O.D. (Ministry of Defence) operations. (No structural change specified.)
4. The National Treasury
Now oversees three State Departments:
The National Treasury (core operations)
State Department for Economic Planning
State Department for Public Investments & Assets Management (Newly established)
5. Ministry of Public Service, Human Capital Development and Special Programs
This ministry now manages two main State Departments:
State Department for Public Service & Human Capital Development
State Department for Special Programs (Newly established).
6. Ministry of Roads and Transport
