President William Ruto has made key changes to his Cabinet, nominating two new Cabinet Secretaries (CSs) and reassigning existing members.
In a circular issued by Chief of Staff and Head of Public Service Felix Koskei on Wednesday, March 26, the President announced the nomination of Mbeere North Member of Parliament (MP) Geoffrey Kiringa Ruku and Hanna Wendot Cheptumo to join the Cabinet, pending parliamentary approval.

“By virtue of the Presidential Action, Cabinet is set to achieve its constitutional full strength; a move that bolsters the Administration’s capacity to continue to steer Kenya’s socio-economic transformation,” read part of the circular.
“The nominees, if approved by Parliament, will join the esteemed ranks of the nation’s apex policy organ as Cabinet Secretaries, as follows.”

Ruto reshuffles Cabinet
MP Goeffrey Ruku has been nominated as the CS Ministry of Public Service, Human Capital Development & Special Programmes, replacing former Attorney General Justin Muturi.

On the other hand, Hanna Wendot Cheptum has been nominated as the Ministry of Gender, Culture, The Arts & Heritage CS.
“The two nominees are expected to bring to Cabinet not only the knowledge and experience acquired over the course of their illustrious careers but, above all, their wisdom accumulated from their inspiring and diverse life journeys,” the circular adds.
Hanna Wendot Cheptumo is notably the wife to the late Baringo Senator William Cheptumo who passed away in February.
She is a Kenyan lawyer widely recognized for her legal expertise, resilience, and commitment to family and community service.
The Ministry of Gender CS nominee’s journey into law was largely inspired and encouraged by her late husband, who envisioned a future where she would play a role in managing their family’s legal practice.
Duale and Deborah Barasa swapped
President Ruto has additionally effected portfolio reassignments within the ranks of the serving members of the Cabinet.

Environment CS Aden Bare Duale has been reassigned to the Ministry of Health to replace CS Deborah Barasa.
On her part, CS Barasa has been reassigned to the Ministry of Environment, Climate Change & Forestry.
“His Excellency the President has congratulated the nominees on their nominations and conveyed his best wishes as they undergo the requisite parliamentary approval process in fulfillment of the legal requirements set under our Constitution,” the circular adds.
The Cabinet reshuffle follows President Ruto’s nomination of former Kiambu Governor William Kabogo as the Cabinet Secretary for Information, Communication, and the Digital Economy in December 2024.
After receiving parliamentary approval, Kabogo took over from former CS Margaret Nyambura Ndung’u, who had been redeployed as Kenya’s High Commissioner to Ghana but later rejected the nomination.
As part of the same reshuffle, Kipchumba Murkomen, previously the Cabinet Secretary for Roads, Transport, and Public Works, was nominated to the Interior docket, replacing Deputy President Kithure Kindiki.
Former Nakuru Governor Lee Kinyanjui was appointed to head the Ministry of Investments, Trade, and Industry, while Salim Mvurya was reassigned to the Ministry of Youth Affairs, the Creative Economy, and Sports.
