The National Assembly Committee on Appointments made up of several Members of Parliament (MPs) has rejected the nomination of Stella Soi Lang’at as the Cabinet Secretary (CS) for the Ministry of Gender, Culture, The Arts and Heritage.
In a report tabled at the National Assembly on Wednesday, August 7, by Majority Leader Kimani Ichung’wah, the committee noted that nominee Stella Soi failed to demonstrate adequate knowledge of certain issues.
Ichung’wah pointed out that the CS nominee also lacked requisite abilities and qualities to be approved for appointment as CS.
“THAT Ms. Stella Soi Lang’at did NOT demonstrate adequate knowledge of topical, administrative and technical issues touching on the portfolio to which she had been nominated; and lacked the requisite abilities, and qualities to be approved for appointment to the office of Cabinet Secretary for Gender, Culture, The Arts and Heritage,” read part of the report.
Further, the Committee also noted that it may be necessary for President William Ruto to consider reassigning the approved nominees to portfolios that match their qualities and competencies after appraising their performance.

“The Committee also noted that it may be necessary for H.E The President to consider invoking the provisions of Article 152(5)(a) of the Constitution to reassign the approved nominees to portfolios that match their qualities and competencies after appraising their performance,” the report adds.
Nomination of Stella Soi Lang’at as CS Rejected
Stella Soi’s rejection came as the National Assembly Committee on Appointments approved 19 CS nominees nominated by President Ruto to fill Cabinet positions.
“Having conducted the approval hearing for the nominees pursuant to Article 152(2) of the Constitution, sections 3 and 8 of the Public Appointments (Parliamentary Approval) Act and Standing Order 204(4) of the National Assembly Standing Orders, the Committee recommends that this House- Rejects the nomination of Ms. Stella Soi Lang’at for appointment as Cabinet Secretary for Gender, Culture, The Arts and Heritage,” Kimani Ichung’wah said on Wednesday while giving a notice of the motion to approve the nominees.

Stella Soi in her submissions revealed that her net worth is valued at Ksh70 million, further explaining that the sum includes her assets like homes, pieces of land, cows and an avocado orchard.
“My net worth is about Ksh70 million, ranging from assets, homes, pieces of land, a few cows and avocado orchard, a few shares and securities,” she stated.
owever, the committee is set to table its report in Parliament on Wednesday afternoon and Parliament will now decide whether to approve Soi’s appointment or uphold the committee’s recommendation
Prior to her nomination as CS, Lang’at had been working as the Director of Administration in the Ministry of Interior, Lang’at where she demonstrated her leadership and ability to handle complex administrative tasks.
She was set to replace former Ministry of Gender CS Aisha Jumwa who was dismissed from her role after President Ruto dissolved Cabinet.
