Students placed in public universities through the Kenya Universities and Colleges Central Placement Service (KUCCPS) for the 2026/2027 academic year will be required to apply for government scholarships through the Higher Education Financing (HEF) Student Portal under the new Funding Model.
The funding programme allows eligible learners to receive government support based on their level of financial need, with applications assessed through information provided by students on their families.
The entire process is conducted online, and applicants must complete the scholarship application before reporting to their respective institutions.
Eligible Students Under New Funding Model
Under the new funding framework, government scholarships are no longer automatically allocated after university placement.
KUCCPS-placed students seeking financial support must submit their applications through the HEF portal and provide details used to determine their funding category.

Documents Required for Government Scholarship Application
Before beginning the application process, students are required to prepare several documents and personal details.
Applicants should have a valid email address, an active telephone number, and their National Identification Card.
Students below the age of 18 years are required to use their KCSE Index Number when registering.
Students should also have their KUCCPS admission letter, KCPE and KCSE examination details.
Where applicable, students may be required to provide additional supporting documents, including death certificates for deceased parents or documents relating to special circumstances.

Step-by-Step Process of Applying for Government Scholarship
The application process begins by logging into the HEF Student Portal via a web browser, where students create an account by submitting their details and verifying them.
After registration, applicants are required to provide their personal details, including identification, contact, and educational background.
Students then complete their profiles by entering information about their institution, course details, parents or guardians, and household circumstances.
After filling in personal information, applicants select the undergraduate scholarship application option and provide the financial details required for assessment.
Applicants are expected to review all information carefully before submitting the application.
Once all sections are completed, students confirm their details, accept the application consent requirements, and submit their applications online.
Successful submission generates an application confirmation form, which is downloaded.
Applicants can also log in to the HEF portal to track the progress of the applications on scholarship allocation.
