The Ministry of Education (MoE) has extended the deadline for government funding application for 2023 Kenya Certificate of Secondary Education (KCSE) students joining University in the 2024/2025 academic year.
In a press release on August 5, Dr. Beatrice Muganda Inyangala, Principal Secretary, State Department for Higher Education and Research, said the government had extended the deadline to August 15, 2024.
“We are pleased to announce that the application process has been extended by ten days, closing on August 15, 2024,” Dr. Inyangala said.
The PS explained that government funding will be allocated based on individual students’ need under the New Funding Model.
Inyangala said the Kenya Universities and Colleges Central Placement Service (KUCCPS) placed 153,275 students from the KCSE 2023 cohort in public and private universities.
She reiterated that the government support will be available only to those who apply for funding.
“Starting August 19, 2024, parents and guardians will be informed of the university fees/household contribution towards the cost of university programmes,” the PS stated.
University Loan & Scholarship Applications Statistics
The process of applying for scholarships and loans has been ongoing since the MoE opened the application portal for the 2023 KCSE cohort on June 18, 2024.
As of August 4, 2024, a total of 79,038 university students had applied for both loans and scholarships but 74,237 university students are yet to apply for funding.
The PS affirmed that the Government remains committed to providing quality and affordable education to students in universities as well as Technical and Vocational Education and Training institutions (TVETs).

“Under the Leave No One Behind framework, we urge all students who have not yet applied for loans and scholarships to do so by visiting www.hef.co.ke,” she said.
The Higher Education Loans Board (HELB) opened its application portal for 2024-2025 first-time undergraduate and Technical and Vocational Education and Training (TVET) Scholarship and Loan programmes.
HELB announced that eligible students can apply for scholarships and loans via the official HELB website, which was moved to Higher Education Financing.

HELB Application Requirements
Interested applicants should have the following requirements.
- A valid email address and telephone number
- KCPE and KCSE index numbers and year of examination.
- Passport size photo (in jpeg/jpg/Png)
- A Copy of the National ID / Maisha card (both sides in PDF)
- Valid bank details or valid MPESA number (registered under the applicant’s name and ID number)
- Copy of Birth certificate in PDF (if applying as a minor)
- A copy of the sponsorship letter (in PDF) if sponsored in Secondary school. Parent’s / Guarantor’ Parents Details National ID and registered telephone number
- Copy of Parent’s death certificate if deceased (in PDF)
- Two guarantors’ ID numbers and registered telephone numbers (Can be parents)
