Students at the Kenya Medical Training College (KMTC) are set to benefit from a new national education funding framework following proposed reforms in tertiary education financing.
Speaking on Tuesday, April 14, 2026, during the commissioning of the Affordable Housing Project at KMTC Nyamache Campus, President William Ruto directed the Cabinet Secretary for Education, Julius Ogamba, to ensure KMTC students are included in the funding framework.
“As you work around the Bill, ensure that KMTC students receive an allocation for the next semester,” said the President.
Govt Moves to Merge HELB, TVET, and University Funds
The Ministry of Education has tabled the Tertiary Education Placement and Funding Bill in Parliament, which seeks to merge the Higher Education Loans Board (HELB), the TVET Fund, and the University Fund into a single entity to streamline student support.
Education Cabinet Secretary Julius Ogamba confirmed that the Bill is currently before Parliament, awaiting deliberation.
He noted that the framework is designed to extend funding support to all tertiary and university students, including those enrolled at the Kenya Medical Training College (KMTC).
The President further announced that the Government will allocate additional resources to support the recruitment of staff at KMTC.

Further, he stated that the Affordable Housing Project in the Nyamache campus will provide accommodation for 340 students, enhancing the learning environment and student welfare.

President Ruto unveils major infrastructure boost for KMTC Nyamira Campus
Meanwhile, the Kenya Medical Training College (KMTC) Nyamira Campus is set for a major infrastructure expansion following a commitment by Ruto.
The President announced that the campus will benefit from the construction of hostels with a capacity of 580 students, 20 classrooms, and five laboratories to support training.
Speaking on Tuesday, April 13, 2026, during the commissioning of an affordable housing project at the campus, Ruto reaffirmed the Government’s commitment to achieving Universal Health Coverage (UHC).
“Achieving UHC will not be possible without health professionals. We require more nurses, radiographers, and other health cadres,” said the President. He noted that expanding training infrastructure is key to producing a skilled health workforce.
Current Funding Options
KMTC students currently benefit from a structured financing arrangement under the KMTC Students Financing Scheme, administered through HELB.

The program supports learners undertaking certificate and diploma courses in medical training institutions.
The scheme operates as a revolving loan facility, allowing eligible KMTC students to access funding for their studies through the HELB portal. The support is designed to ease the financial burden on needy students pursuing health-related training programs.
KMTC also runs a students’ finance fund and partners with donors such as Johnson & Johnson (for Higher Diploma Nursing) and the Rattansi Educational Trust, which provides bursaries to financially challenged students.
