The Teachers Service Commission (TSC) has released detailed guidelines for the upcoming teacher recruitment across the counties.
In a circular dated November 24, TSC listed the requirements, criteria, and application procedures that applicants must follow.
According to the circular, the Nairobi Regional Director, the County Directors, and the Sub-County Directors are required to conduct the selection.
“Following the advertisement for recruitment of teachers, Regional Director, Nairobi, County Directors and Sub-County Directors are required to conduct the selection exercise for the advertised vacancy (ies),” read part of the circular.
“The Selection Panel is expected to uphold the highest standards of transparency and accountability, as stipulated in the Public Officer Ethics Act, and TSC Code of Conduct and Ethics (COCE, 2015).”
TSC Application Process and Criteria
Applicants must submit applications online via www.teachersonline.go.ke for the institution, Sub-County, or County where the vacancy has been declared.
According to the guidelines, at least 5% of advertised vacancies are reserved for teachers with disabilities.
Applicants must present originals and clear photocopies of:
- National ID
- Teacher registration certificate
- Diploma/Degree certificates and transcripts
- KCSE/KCPE certificates and all attempts
- School leaving certificates and testimonials
- NCPWD card (if applicable)
- Affidavit explaining name variance
- KNEC certification letters (if applicable)
County Directors will generate applicant lists and share them with Sub-County Directors.
Applicants will be invited for document verification at least seven (7) days before interviews via SMS
Qualifications for Graduate Teachers
- Minimum KCSE mean grade C+, with C+ in two teaching subjects (or equivalents at ‘A’ Level).
- Eligible degree options include:
- Bachelor of Education with two teaching subjects
- Bachelor of Science/Arts + PGDE with two teaching subjects
- Bachelor of Science in Agricultural Education + two teaching subjects
- Applicants with C plain grades at KCSE may also qualify if they have the relevant Diploma in Education or A-Level qualifications as specified.

Authentication of Documents
- All documents must be original and legible; provisional transcripts are not accepted.
- Sub-County Selection Panels verify authenticity; forged documents lead to disqualification or deregistration.
- Photocopies are certified as true copies by Sub-County Directors before interviews.
Eligibility and Registration
- Applicants must be duly registered teachers under the TSC Act, 2012. Unregistered applicants are ineligible.
- Registration status must be verified at the shortlisting stage.
- Applicants with name variations in certificates and ID must present an Affidavit explaining the difference.
- Applicants who re-sat KCPE/KCSE (or equivalents) must provide certified copies of all exam attempts; if cancelled, a certified KNEC printout and a school letter confirming cancellation are required.

Selection Criteria
During the selection process, in the event of a tie in teachers’ aggregate scores, TSC will first resolve it based on the length of stay since graduation, followed by the strength of academic and professional certificates.
If aggregate grades are still tied, subject grades will be used to break the tie.
Preference shall be given to applicants who have not previously worked with TSC on permanent terms, followed by applicants from the respective Sub-County, and then those from the County.
Any applicant who provides false information will have their application or employment immediately cancelled.
Sub-County Directors will then prepare Merit Lists and submit them to County Directors, who then compile County Merit Lists for verification at TSC Headquarters.
Selection Panels
For Institutions with Boards of Management (BOMs), the selection panel shall include:
- Chairperson: Board of Management
- Secretary: Head of Institution
- Members: Subject Specialist, Parent Association Chair, TSC Sub-County Director/Representative
For Schools without BOMs, the selection panel will include:
- Chairperson: TSC Sub-County Director/Representative
- Secretary: Head of Institution
- Members: Subject Specialist, Parent Association Members
For Junior Secondary Schools, their selection panel will include:
- Chairperson: ISC Sub-County Director
- Secretary: TSC Sub-County Human Resource Officer
- Member: Curriculum Support Officer
