President William Ruto‘s daughter Charlene Ruto has found herself in the headlines again following reports that she has been appointed as a Board Chairperson in one of the state corporations.
The reports circulating on social media suggested that Charlene has been appointed as the Board Chairperson, National Mining Corporation by President Ruto.
In the excerpt of a gazette notice dated October 3, 2024, seen by The Kenya Times, Charlene is said to have been appointed for a period of three years.
“IN EXERCISE of the powers conferred by section 25 (1) (a) of the Mining Act, 2016, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint— CHARLENE CHELANGAT RUTO to be the Chairperson of the National Mining Corporation, for a period of three (3) years, with effect from the 4th of October 2024. Dated the 3rd of October 2024,” the notice reads in part.
The Kenya Times conducted a fact-check to confirm the authenticity of the reports with a check in the gazette notice dated October 3 published on the Kenya Law website.
Is Charlene Ruto the Mining Corporation Board Chairperson?
However, we confirmed the appointment and the viral notice doing rounds on social media as not factual. The actual gazette notice announces the appointment of Joseph Kipchumba Lagat for the same position.
Also, the font type used to type Charlene’s name in the viral notice is different from the one used to type names of people appointed by the government printer.
Lagat is among several new state officials recently appointed by President Ruto in a bid to improve service delivery in his administration.
“IN EXERCISE of the powers conferred by section 25 (1) (a) of the Mining Act, 2016, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint— JOSEPH KIPCHUMBA LAGAT to be the Chairperson of the National Mining Corporation, for a period of three (3) years, with effect from the 4th of October 2024. Dated the 3rd of October 2024,” the real notice reads.

Ruto in the same gazette notice also appointed seven members to constitute a Selection Panel that will recruit the Vice-Chairperson and members of the Public Service Commission (PSC).
This is in line with the law that requires the PSC to consist of a Chairperson, Vice-Chairperson and members appointed by the President with the approval of National Assembly.
First Daughter appointed
Charlene Ruto was in January this year appointed as Kenya’s Blood Ambassador by the Ministry of Health for her efforts to mobilize resources that support blood donation initiatives.

In a statement, former Health Cabinet Secretary (CS) Susan Nakhumicha lauded the first daughter for her endeavors, highlighting that her blood donation advocacy drives have influenced Kenyans to make blood donations in large numbers.
“This letter is to appoint you as a Kenya Blood Ambassador and ask that: you continue to be a spokesperson to your friends, Kenyan youth family, peers and the Kenyan citizens to engage and encourage people to give blood to save lives,” said Nakhumicha.
Charlene subsequently took to X to thank Nakhumicha and her ministry for recognizing her.
“Thank you to the Ministry of Health and our CS Susan Nakhumicha for including me in this initiative run by Kenya Tissue and Transplant Authority and supported by Kenyan by Blood Foundation. Let’s donate blood!” said Charlene.
